| IRS990ScheduleA/FactsAndCircumstancesTestTxt | 0 | Page 2 Part II Section C Line 17a - 10% Facts and Circumstances Test - 2024 Up until 2020 our PUBLIC SUPPORT percentage was consistently in the 60% range for the previous 25 years and so we never had any problems meeting the 33 1/3% PUBLIC SUPPORT threshold requirement to be considered a PUBLIC SUPPORTED ministry. But beginning in 2020 three major factors occurred that eventually resulted in our PUBLIC SUPPORT PERCENTAGE falling below the 33 1/3% threshold requirement in 2023 and 2024. These three factors were as follows: 1)When the Covid19 pandemic hit the United States in 2020 we were locked into a lease which was not going to expire until September 2027. This lease included a conference building, 45 acres, 2 residences, and 3 dormitory style buildings that we used to house our overnight Bible conference guests in. We had leased this property for nearly 25 years and this property is where we had held all of our Sunday Evening Church Services and Bible conferences during those 25 years. It was shortly after the pandemic hit that the State of Washington passed regulations that no longer allowed us to have our Sunday Evening Church Services and Bible Conferences. Those two areas of our ministry provided a large portion of our PUBLIC SUPPORT as well as a large portion of our TOTAL SUPPORT. Not being able to have these public meetings resulted in the PUBLIC SUPPORT we were receiving to shrink substantially, also reducing our PUBLIC SUPPORT PERCENTAGE. Additionally, we soon realized that we would need to find a temporary source of NEW income if we were to survive the pandemic financially. This led us to make the changes to our ministry mentioned in #2 below which also negatively affected our PUBLIC SUPPORT PERCENTAGE. 2) In order to pay our lease and other operating expenses during the Covid19 pandemic, we decided to temporarily convert the three dormitory buildings that we were leasing into personal family residences and rent them out to individual families until we could once again have our Sunday Evening Church Services and Bible conferences. We began renting out those residences in late 2020 and we continued doing this until the end of February 2024. The rents we were receiving made it possible for us to pay our lease and operating expenses during the time we were not able to hold our Sunday Evening Church Services and Bible conferences. However the GROSS rents we received ended up having to be reported as part of our TOTAL SUPPORT on Schedule A Part II Section B Line 8 rather than PUBLIC SUPPORT on Schedule A Part II Section A Line 1. This ended up skewing our PUBLIC SUPPORT PERCENTAGE for the years of 2020 through 2024. The amount of income from gross rents we had to report in 2020 as part of TOTAL SUPPORT (Not public support) was $11,100., in 2021 it was $46,098., in 2022 it was $50,425., in 2023 it was $58,500., and in 2024 it was $10,900. With our PUBLIC SUPPORT having decreased due to not being able to hold our Church Services and Bible conferences in 2020 - 2023 and our gross rents having to reported as TOTAL SUPPORT for that same period, our PUBLIC SUPPORT PERCENTAGE (Public Support divided by Total Support) fell below the 33 1/3% in 2023 to 31.83% and fell to 32.54% in 2024. See Schedule A Page 2 Part II Section C Line 14 and 13. 3) In addition to not being able to hold our Church Services and Bible Conference during 2020 - 2023 due to Covid19 regulations as mentioned above, our President and primary Bible Teacher also became very ill in the latter part of 2023 (metastatic cancer) and so we were not able to start up our Bible conferences in 2023 and 2024 even after the Covid19 regulations were lifted. This also ended up affecting our PUBLIC SUPPORT for the years of 2023 and 2024. For the year 2025 and thereafter we expect our PUBLIC SUPPORT PERCENT to rise above the 33 1/3% threshold once again, due to the following reasons. 1) In late 2023 we once again began to have our Sunday Evening Church Services and expect cont |
