The form 990 is prepared by an independent cpa firm based on information provided by launch staff. The return is then reviewed by launch management and reviewed and approved by the finance/audit committee of the board. A copy of the return is then available to all launch board members before being submitted to the irs.

When new members join the board and annually thereafter, launch managment reviews the conflict of interest policy with each board member and asks them to sign a conflict of interest form. New board members are instructed that it is their responsibility to immediately disclose any potential conflicts of interest should they arise at any time during their tenure as a launch board member.

CURRENTLY LAUNCH OPERATES FIVE PRESCHOOL CLASSROOMS, WITH TWO MORE SCHEDULED TO OPEN IN EARLY 2018 AND AN ADDITIONAL TWO PRESCHOOL CLASSROOMS SCHEDULED TO OPEN IN SEPTEMBER 2018. THE SURPLUS GENERATED IN FISCAL 2017 WILL BE USED NOT ONLY TO REPLENISH RESERVES BUT ALSO TO FUND THIS PRESCHOOL EXPANSION AND THE AGENCY'S UPCOMING EXPANSION INTO SOUTH KING COUNTY. SEE SCHEDULE O.DURING THE 2016-2017 SCHOOL YEAR, ALL OF LAUNCH'S PRESCHOOL PROGRAMS EXCEPT RAINIER COMMUNITY CENTER WERE LOCATED WITHIN SPS SCHOOLS AND ALL WERE PART OF THE SEATTLE PRESCHOOL PROGRAM, A VOTER APPROVED CITY OF SEATTLE PROJECT WITH THE GOAL OF MAKING VOLUNTARY, HIGH-QUALITY PRESCHOOL AVAILABLE AND AFFORDABLE TO ALL OF SEATTLE'S 3- AND 4-YEAR-OLD CHILDREN.AS PART OF ITS MISSION TO PROVIDE EQUITABLE ACCESS TO QUALITY LEARNING AND CARE FOR CHILDREN FROM ALL BACKGROUNDS INCLUDING THOSE FROM TRADITIONALLY UNDERSERVED POPULATIONS, LAUNCH SERVES AN EXTREMELY DIVERSE CONSTITUENCY. 55% OF LAUNCH CHILDREN IN 2016-2017 WERE CHILDREN OF COLOR/MULTIRACIAL. 25% OF LAUNCH CHILDREN SPOKE A LANGUAGE OTHER THAN ENGLISH AT HOME. 35 LANGUAGES WERE SPOKEN BY LAUNCH FAMILIES. 38% OF LAUNCH FAMILIES REPORTED A HOUSEHOLD INCOME BELOW 80% OF THE MEDIAN INCOME FOR OUR AREA AND 30% OF LAUNCH FAMILIES RECEIVED CHILDCARE SUBSIDIES FROM DSHS OR THE CITY OF SEATTLE. LAUNCH PLACES NO LIMIT ON THE NUMBER OF SUBSIDIZED CHILDREN ENROLLED EVEN THOUGH THE DSHS REIMBURSEMENT RATE IS CONSIDERABLY BELOW REGULAR RATES. THE MAJORITY OF CHILDREN SERVED HAVE PARENTS/CAREGIVERS WHO NEED LAUNCH'S PROGRAMS BECAUSE THEY ARE WORKING OR ENROLLED IN AN EDUCATIONAL PROGRAM._LAUNCH IS LOCATED IN NEIGHBORHOODS THAT ARE DIVERSE IN LANGUAGE, ETHNICITY, AND CULTURE AND SEEKS TO HAVE STAFF MEMBERS WHO REFLECT THAT DIVERSITY. AS PART OF THIS EFFORT, LAUNCH HIRES TEACHERS WHO REFLECT THE COMMUNITIES LAUNCH SERVES.LAUNCH USES STANDARDIZED ASSESSMENT TOOLS TO MEASURE THE SUCCESS OF PROGRAMS AND TO DETERMINE SPECIFIC STUDENT NEEDS. IN ADDITION TO THESE OUTCOME MEASUREMENT TOOLS, LAUNCH ALSO HAS A DATA-SHARING AGREEMENT WITH SEATTLE PUBLIC SCHOOLS TO ACCESS STUDENT ACHIEVEMENT DATA INCLUDING ATTENDANCE, TEST SCORES AND DISCIPLINARY REPORTS. FOR THE FISCAL YEAR ENDED JUNE 30, 2017, LAUNCH REPORTS THAT: * 79% OF LAUNCH PRESCHOOLERS GRADUATED PRESCHOOL WITH THE SKILLS NECESSARY TO ENTER KINDERGARTEN. * 92% OF LAUNCH SCHOOL-AGE CHILDREN DEVELOPED OR STRENGTHENED SOCIAL-EMOTIONAL SKILLS WHICH SUPPORT ACADEMIC SUCCESS. * 93% OF PARENT/GUARDIAN RESPONDENTS TO LAUNCH'S INTERNAL SURVEY AGREED THAT LAUNCH IS A SUPPORT FOR THEIR FAMILY. * 92% OF PARENT/GUARDIAN RESPONDENTS TO LAUNCH'S INTERNAL SURVEY AGREED THAT LAUNCH IS SUPPORTING THEIR CHILD'S SOCIAL-EMOTIONAL DEVELOPMENT AND 96% AGREED THAT LAUNCH SUPPORTS THEIR CHILD'S PHYSICAL HEALTH AND WELL-BEINGLAUNCH RECEIVES FUNDING FROM A VARIETY OF SOURCES INCLUDING PRIVATE FUNDERS SUCH AS THE SEATTLE FOUNDATION, GOVERNMENT FEE-FOR-SERVICE CONTRACTS THROUGH THE CITY OF SEATTLE FAMILIES & EDUCATION LEVY, DSHS AND CITY OF SEATTLE CHILDCARE SUBSIDIES, AND PRIVATE-PAY TUITION. LAUNCH DOES NOT LIMIT THE NUMBER OF FAMILIES RECEIVING SUBSIDIES.
