IRS990/Desc0On-Site Rehabilitation Program:Columbia Industries provides Pre-Vocational and Group Supported training through the On-Site Rehabilitation Program. These program services provide vocational training to persons with significant disabilities. This last year the On-Site Programs renwed the CARF certification. Pre-Vocational services are provided through CIs work-centers that include a thrift store and small assembly work center (CI Solutions). Group supported training is provided in the community in coordination with employers in the region. CI provides Group supported training through our janitorial and grounds maintenance crew that work at the Richland Federal Building under an Ability One contract with GSA. Each CI client has an employment plan that outlines goals for that person, how they can work to achieve those goals and how the CI staff will assist them in meeting their goals. This last year, 60% of the individuals served on-site achieved their goals, 10% made significant progress on goals, 20% made moderate progress on goals and only 10% made minimal progress on their goals. Attaining new skill sets and enhancing their work place skills assists the individual in reaching their highest level of employability. Attaining new skills improves their feeling of self-worth, increases their wages and helps them attain more self-sufficiency. CI provides training and employment opportunities to seventy-six people with significant disabilities. The On-Site Program is monitored yearly by County Human Services to ensure that CI is meeting the contractual conditions between the County and CI. The monitoring looks at three areas: findings that document compliance or lack of compliance, corrective actions that will ensure CI is meeting the contractual conditions, and third, recommendations that provide information as to how CI may better meet the contractual conditions. During this last years monitoring there were no findings, corrective actions, or recommendations that required actions. CI was commended on analysis and tracking of client outcomes in all services and its in depth analysis of survey results. Other comments noted the efforts by staff to ensure that Employment Plans included strengths, skills, and interest for each client. Over the last six years, CI has not had any findings or corrective actions.The On-Site Program saw one person go into Community Employment this last year. All people being served by CI Community Center are going out into the community, individually with a staff member, to explore job opportunities and learn about community jobs monthly.There have been over 35 new skill sets developed this last program year. These are vocational skills that will enable individuals with disabilities to move along their Pathway to Success.

IRS990/ProgSrvcAccomActy2Grp/Desc0CI Employment ServicesCI Employment Services (CIES) provides assessments, job search, and retention services to individuals wanting to work in the community. This program goes through an intensive certification process (CARF) every three years to ensure the integrity of the program and CI as a provider of services to people with disabilities. Referrals to this program come from the Department of Vocational Rehabilitation (DVR) and staff also provides job exploration to the Community Center clients on a monthly basis. CIES provided services to over 90 individuals this last program year. The following is a list of the services and a short description of each service:Community Based Assessment (CBA) - This is an employability assessment done in a business within the community. A CBA lasts 2-3 weeks with the employer and the CIES Employment Specialist working together to ascertain whether the client is ready for community job placement activities. The client is paid a small stipend by CI and there is no cost to the employer. A report is generated to the DVR at the end of the CBA, stating any issues or concerns and recommendations for further job placement activities. There were 65 people referred for CBAs this last year with 72% or 47 people successfully completing their CBA.Job Placement - Employment Specialists work with individual clients to design a job placement plan. This entails helping with job search, taking clients to interviews if necessary, preparing clients for interviews, weekly meetings with clients to ensure they are keeping job search logs, and holding weekly Job Clubs. A four week Job Readiness Workshop is also an option for clients. This workshop reviews different tools to use when looking for work, writing a resume, interview techniques, how to dress appropriately, benefits planning, work ethics etc. At the end of this class each client will have a portfolio ready for their job search. Twenty-three were referred for job placement with thirteen people (57%) attaining employment. Retention Services - Retention services are provided to people that are working. During the first 90 days, an Employment Specialist will help them get started on the job and assist in any way to ensure the client keeps their employment. There were thirteen people that received this service with twelve successfully completing this service. Long-Term-Follow Along (LTFA) - This service is provided to employed individuals that are employed past their first 90 days. This is funded through Division of Development Disabilities (DDD) so the client must meet DDD eligibility guidelines. This service lasts until everyone involved with the work individual feel that they are stable in their job. CI has had people participate in LTFA for ten years or as short a time as 6 months. This last program year, ten people received LTFA services.These are the primary services that the CIES team provided to people this last year. CIES also provides Independent Living Services (IL) and Benefits Planning. IL services ensure that a persons home and life needs are in order prior to being referred for employment services. CI served four people through this service this last year. CI was one of only 15 Benefits Planners in the State of Washington. Benefit planning helps those individuals that are receiving Social Security to understand how working will affect their Social Security payments or SSDI payments. There are many myths to working and drawing Social Security so this planning is essential to many people.

IRS990/ProgSrvcAccomActy3Grp/Desc0CI Community Center - Opened May 1, 2014Columbia Industries affords people who experience disability, the opportunity to socialize and interact with their peers, gain enrichment through education, as well as integrate into the community. The following are examples of the activities and goals.Everyone wants to be a part of social interactions. We want friends, activities, and to be a part of something larger than ourselves. However, some people never really have the chance to build networks of social interactions because they are limited in their ability to live autonomously. They must depend on people to take them places and spend time with them, but they have little choice due to some form of disability. They become isolated and lack social structures that most people naturally build. CI is offering a place to come to socialize and build fun and sought after relationships with peers. Providing a safe place to find new friends and reconnect with old friends is one of the CI Community Centers goals. Since May of 2014, the CI Community Center has provided over 22 people with this service. People can attend either a morning session, afternoon session, or both sessions. Another important aspect to life is enrichment. Again, most people have access to furthering their education. However, people who are disabled often stop pursuing education once they graduate from high school, but fondly remember those years. CI wants to offer a place for lifelong education to those who are interested in just taking a class, keeping their brains from stagnating, refreshing information, or learning new information. We want to give people a chance to get excited about education again. The CI Community Center is a bridge for people who want to participate in outings and activities in our local area. Columbia Industries will provide safe transportation and assistance to people who want to spend more time within the community. In this, we become a part of our community not looking at it from the outside. We have taken people out on over 12 outings since the start of this new program. All sessions members get a chance of going on an outing every Friday.
