Organization's Process to Review Form 990 - Reviewed by management and board members who are responsible for signing. The 990 is also provided to the entire board.

Form 990, Part VI, Section B, line 12C

Each significant person shall annually sign the statement and affirm: the person has received a copy of the conflict of interest policy, the person has read and understands the policy, the person agrees to comply with the policy, and the person understands the y is a charitable organization and, in order to maintain its federal tax exemption, it must continuously engage primarily in activities that accomplish one or more of its tax-exempt purposes a significant person must disclose the existence of any interest and be given the opportunity to disclose all material facts to the persons the board has designated to consider the proposed contract, transaction or arrangement. Such information must be provided so that decisions are made with full knowledge and understanding of the significant person's interest. If any significant person becomes aware of anything that could give rise to a potential conflict of interest with respect to a proposed contract, transaction or arrangement involving the ymca, the significant person shall promptly disclose that interest to the board or its designee. The board [or committee] shall determine by a majority vote of disinterested directors whether the disclosed interest may result in a conflict of interest after meeting, discussing and voting on the matter. The board [or committee] shall: 1. Review any continuing disclosures that are made during the year; 2. Take such steps as are necessary to identify interests and review any so identified; 3. Make such further investigation as it deems appropriate with regard to interests disclosed or identified; and 4. Determine whether any such interest gives rise to a conflict of interest. The board [or committee] may request additional information concerning the relevant interest from all reasonable sources before reaching a determination. A significant person may make a presentation at the board [or committee] meeting, but after the presentation, he/she shall leave the meeting during the discussion of, and the vote on, the transaction or arrangement involving the possible conflict of interest. Where a conflict of interest is determined to exist, the ymca shall not enter into the proposed contract, transaction or arrangement unless the board [or committee thereof] has complied with the following: 1. The chairperson of the board [or committee] shall, if appropriate, appoint a disinterested person or committee to investigate alternatives to the proposed contract, transaction or arrangement. 2. After exercising due diligence, the board [or committee] shall determine whether the ymca can, with reasonable efforts, get a more advantageous contract, transaction or arrangement from a person or entity without a conflict of interest. 3. If a more advantageous transaction or arrangement is not reasonably possible, the board [or committee] shall determine by a majority vote of the disinterested directors whether the transaction or arrangement is in the y's "best interest," for its own benefit, and whether it is fair and reasonable. In conformity with the above determination, the board shall make its decision as to whether to enter into the contract, transaction or arrangement. The process is documented in the minutes of the board.

Financial Statement Notes

Part V, Line 4:

Endowment funds are intended for budgeting purposes, to have reserves set aside for operating expenses.

Part X, Line 2:

The ymca, pursuant to a letter of determination from the internal revenue service, is a not-for-profit organization exempted from federal income tax under section 501(c)(3) of the internal revenue code of 1986. Accordingly, no provision for federal income tax is reflected in these financial statements. Under section 170(b)(1)(a)(iv) of the internal revenue code, contributions to the ymca qualify as charitable contributions. In accordance with requirements related to accounting for uncertainties in income taxes, the ymca had no uncertain tax positions at december 31, 2015 and 2014.

IRS990/Desc0Our YMCA is committed to nurturing the potential of every child and teen. We believe that all kids deserve the opportunity to discover who they are and what they can achieve. That's why we help young people cultivate the values, skills, and relationships that lead to positive behaviors, better health, and educational achievement. Our YMCA programs, such as Preschool, Summer Day Camp, Action Zone, Learn to Swim and Water Safety, Youth Sports, Blue Ridge Afterschool, Saturday Night Live and many other programs offer a range of experiences that enrich cognitive, social, physical, and emotional growth. Many of these programs are fundamental to our mission to strengthen families as its quality, affordability and accessibility all make it possible for our families to be gainfully employed with the confidence that their children are in a safe, caring and nurturing environment. We are a leader in the community for providing activities and programs for young people to encourage their success and reduce their risk-taking behaviors. Programs are funded through program fees, grants and contributions. Our YMCA is open to all youth and financial aid is available to provide the opportunity to participate. During 2015, the Walla Walla Family YMCA gave 150 member scholarships and 500 program scholarships to help make participation possible.

IRS990/ProgSrvcAccomActy2Grp/Desc0Providing a supportive, engaging environment for the adults of our Y family is at the core of our mission. Many of our adult members and program participants suffer from long-term health issues such as obesity, cancer, diabetes, and cardiac illness. They need a long-term solution to help them feel better, find encouragement to lead a healthy life, and get the necessary information/education they need to make healthy choices. Our programs are designed to help people create realistic goals for self-improvement, and emphasize disease prevention through regular exercise, proper nutrition, stress management and health education. The Y partners with Walla Walla General Hospital, Providence St Mary Medical Center, the Walla Walla Clinic and other health care providers to make these programs successful. Medical grants are available to offset the financial burden of those with certain medical conditions including cancer, cardiac health, and pre-diabetes / diabetes in order to gain access to facilities, information, classes, and staff who can help these people continue the road toward a healthy lifestyle. During 2015, the YMCA gave more than $22,000 in medical scholarships to make this participation possible.
