The form 990 return is prepared by a third party and goes through a detailed review by the controller and cfo of the organization. Once reviewed, the return is presented to the audit committee of the board where they will conduct a secondary review and recommend the filing of the 990 to the board of directors. Once approval is made, a final copy of the 990 will be sent to the board via email and the 990 will be electronically filed with the irs.

Form 990, Part VI, Section B, Line 12C

The organization has a comprehensive corporate compliance program which covers staff and directors. Compliance is monitored through internal audits of billing, medical charting, accounting, and the compliance program itself. The organization educates staff on compliance on an ongoing basis and conducts an annual on-line questionnaire to confirm staff understanding of the program. The program utilizes a hotline for reporting of suspected compliance issues. The hotline is run by a third party vendor and offers anonymity to the reporter. The staff is educated on the hotline's use and access on an ongoing basis and this knowledge is an important part of the annual staff questionnaire. Designated personnel working in areas affecting compliance report to the board of directors' compliance subcommittee on a quarterly basis. The compliance committee reports directly to the board. The conflict of interest policy applies to all board members and to all staff of all companies. The committee or the board may make determinations of whether or not an actual conflict of interest exists. The individual with the conflict cannot participate in the decision making process and is not permitted to vote on the proposed transaction creating the conflict. The subcommittee or the board may investigate any suspected failures to report a conflict and may take appropriate disciplinary action or corrective action. Each year the board of directors is given a compliance report on the previous year's compliance program. Following this presentation, each board member is required to sign an acknowledgement which confirms their understanding of, and agreement with, the organization's conflict of interest policy.

The vice president of human resources completed a salary survey of relevant local, regional, and national compensation data. This included a review of 990 filing information representing regional behavioral health and related healthcare organization. This information was supplemented by regional data provided by the colorado behavioral health council. Additionally, data was collected from national sources including data from economic research institute (eri), mental health corporations of america (mhca), towers watson, and mercer. The board of directors was provided with a summary of results for consideration in compensation-related decisions

Additional Explanations

Form 990, Part III, Line 4A

AspenPointe's board and Corporate Leadership Team approved a new set of key strategic initiatives in 2014-15 to meet our care challenges and provide new successes for the community. These areas directly relate to current community needs as well as the future paths of mental health and substance use treatment. Below are four key areas that we identified that help keep us moving in the right direction: 1. Ensure Superior Patient Experience: We aspire for everyone in the community, who has contact with any of our services, to believe they have received the best possible service and treatment available. We want people to be able to refer friends and family members because of their personal experiences in our system of care. 2. Develop an Integrated Health Care System: We continue to develop partnerships across the community with medical practices in order to expand availability of primary care in our facilities, as well as make behavioral health care available in medical facilities throughout our area. We are fully committed to the future of whole person health care. 3. Create a Healthy and High-Performing Organization: This year, we have significantly increased the number of clinical staff to better meet the needs of our communities. We are also assuring that AspenPointe is a workplace of choice by focusing on the health and wellbeing of our own workforce. 4. Be the Premier Medicaid Provider: We have expanded our footprint in the community, as well as moved some of our rural offices into state-of-the-art facilities. We continue to provide services to the remainder of the community who have their own health insurance but maintain a major focus on the Medicaid population. We have developed excellence in meeting all Medicaid standards and requirements. Patient experience, outcomes and access are our objectives to achieve excellent customer service. These emphasized areas ensure that we continue on the right track to meet the needs of our three counties. Also of note this last year, our AspenPointe Caf won Catersource's National "Bright Idea" Award for its unique approach to recovery, culinary training and employment opportunities for clients. Additionally, the Heroes of Mental Health Luncheon raised funds for Mental Health First Aid. The proceeds allow for no-cost training in our community to help people recognize mental health and substance use disorders in crisis situations for both adults and youth. The health care landscape will continue to change at speeds and degrees with which we are not accustomed. Our strategies, goals and objectives will have to be altered accordingly. We will remain diligent in the coming years and determined to meet the health care needs of our community as we work together for a healthier future.
