IRS990EZ/PrimaryExemptPurpose0The Barelas Community Coalition is a community-based planning and advocacy organization dedicated to limiting the negative effects of gentrification and development on the historic community of Barelas. Our objectives are to create sustained partnerships with nonprofit/for-profit organizations and government agencies to bring needed services and resources to the community, and to advocate for comprehensive housing and housing rehabilitation programs that improve the physical condition and energy efficiency of homes for low income households, increases and promotes homeownership, and advocates for the creation of a permanently affordable housing stock for the community.

IRS990EZ/ProgramServiceAccomplishment/DescriptionProgramServiceAccom0The Barelas Community Coalition's (BCC) main exempt activities for the fiscal year evolved around community-based planning in the Barelas neighborhood. One of the key components of this strategy is creating spaces for low-income residents to get actively involved in all phases of the planning process. This included identifying community needs, developing proposals, putting community projects into action, and negotiating with developers and city officials to leverage community power/influence to ensure the community benefits from development projects in the neighborhood. As the BCC is not a service-oriented organization but rather a community-based planning organization working to stabilize the community in the wake of gentrification and development pressures it is often difficult to quantify the impact of our work by data points alone. The BCC's impact, however, can be measured from particular quantifiable milestones in relation to community projects and the BCC's/community's involvement in planning and development in the neighborhood. One of these community-based planning projects is our involvement in the Barelas/Albuquerque Railyards Redevelopment Project. The vacant 27 acre Railyards site located in the Barelas neighborhood is now owned by the City of Albuquerque and is in the early planning/predevelopment stages. The BCC is working to ensure community participation in every facet of the redevelopment project to maximize benefits for current residents of the neighborhood. Over the past year our main activities on the project consists of two community representatives serving on the Railyards Advisory Board and Master Developer Selection Committee and organizing a broad-range of community residents, business owners, local organizations, religious organizations, and elected officials to leverage stakeholder support to get the proposed master developer to agree to negotiate the development of a Community Benefits Agreement for the Railyards site. During the 2011 fiscal year the BCC was able to secure the support of local business owners and organizations/institutions (La Plaza de Encuentro, Working Classroom, Albuquerque Hispano Chamber of Commerce, and the National Hispanic Cultural Center) and the support of our elected officials (City Councilor Isaac Benton; NM State Senator's Eric Griego and Jerry Ortiz y Pino; and NM State Representative Miguel P. Garcia) all of which are currently on the Railyards Advisory Board. Another one of our community-based planning projects involves advocating for the development of permanently affordable housing in the neighborhood. On this front the BCC has established a relationship with Sawmill Community Land Trust (SCLT), a nonprofit developer, to secure the future development of the first four permanently affordable homes in the Barelas neighborhood. The BCC was instrumental in leveraging community support to convince SCLT to apply for Workforce Housing Trust Funds to purchase and demolish a dilapidated apartment complex in the neighborhood. Part of our contribution was also leveraging our ongoing relationship with the McCune Charitable Foundation to help SCLT secure $150,000 in subsidy for the project. Over the past year the BCC and community residents also worked closely with SCLT throughout the architectural design stages of the project. Again these efforts are tough to quantify but will ultimately benefit all Barelas residents.
IRS990EZ/ProgramServiceAccomplishment/DescriptionProgramServiceAccom1One of the Barelas Community Coalition's (BCC) main accomplishments during the 2011 fiscal year was securing funding for, designing, and building the Barelas Community Greenhouse and Garden. The BCC initiated the project to serve as a multigenerational organizing tool for community members of all ages. The garden features a greenhouse, demonstration plots, grape arbor, and a small fruit orchard. We are growing seedlings in the greenhouse to be distributed to members of the community at no cost and use demonstration plots to teach people how to plant, grow, and harvest food and ornamental gardens in their own homes. The majority of our community projects take several years to come to fruition and we wanted to complete something that would inspire community members to participate in other long-term projects. The goal of the project was to recruit a diverse group of residents to participate in the construction of the garden, gardening workshops and the actual planting, maintenance, and harvesting of the greenhouse seedlings and demonstration plots. The BCC, in partnership with the Barelas Neighborhood Association, were awarded a Bernalillo County Neighborhood Outreach Grant to build the garden infrastructure and were very successful in recruiting project participants. A total of seventy-three youths, twenty-two adult residents, and sixteen senior volunteers put in a total of 2278 volunteer hours on the project. We also held a series of four gardening workshops between September and November that experienced moderate success despite the cold weather and the end of the growing season. Produce from the demonstration plots were donated to the Barelas Senior Center, distributed to garden members, and given to needy families in the neighborhood.
