Mission

Return Strong is a grassroots organization led by and for impacted people who are incarcerated formerly incarcerated and their loved ones dedicated to dismantling the prison industrial complex. Grounded in abolitionist values we work to protect the humanity of those affected by incarceration right now while simultaneously setting the foundation for a future free from prisons. Our approach is both immediate and transformative. We confront the oppressive conditions toxic culture and harmful norms of prisons head-on while driving systemic change to end the cycle of incarceration and harm that disproportionately impacts black & brown people and those experiencing poverty. By zooming in we tackle the urgent realities faced by incarcerated people today. By zooming out we challenge and dismantle the systems that perpetuate punishment over healing. In 2022 Return Strong is in its first full year as a newly formed nonprofit organization. Our work this year focuses on establishing our structure building our Board of Directors and defining our mission as a family- and community-led organization supporting people incarcerated in the Nevada Department of Corrections NDOC.Throughout the year we hold regular meetings with families and volunteers typically engaging 2530 participants who gather to share concerns access information and learn how to advocate for their loved ones. These meetings serve as our primary method of community engagement and help us identify recurring issues inside NDOC. Return Strong responds to reports of extended lockdowns isolation medical neglect visitation barriers and communication problems. We provide guidance to families navigating policies and help elevate concerns from incarcerated people. By maintaining consistent contact with both families and individuals inside we gather real-time information about conditions and ensure those concerns are acknowledged and addressed where possible. As we continue supporting families we also begin recognizing patterns that point to broader structural issues within the prison system. In response we facilitate introductory political education and collective learning spaces that allow directly impacted people to build confidence share knowledge and strengthen community connection. Overall 2022-23 has been a foundational year focused on organizational development community engagement and responding to immediate conditions inside NDOC. | Explanation:| In 2023 Return Strong submitted IRS Form 8940 along with the required $600.00 fee to request a change in our classification from a private foundation to a public charity. This request was approved on October 26 2023. However despite this approval the IRS database was not updated to reflect our new filing requirement unit of 2025. It indicated that we were required to file Form 990-PF rather than Form 990 or 990-EZ which are appropriate for public charities. Our filing requirement was not properly reflected in the IRS database until July 2025. As a result we were unable to comply with the filing deadline because we were not aware of the obligation. This delay was not due to our negligence or willful disregard but rather an IRS systemic issue that prevented timely compliance.

This request was approved on October 26 2023. However despite this approval the IRS database was not updated to reflect our new filing requirement unit of 2025. It indicated that we were required to file Form 990-PF rather than Form 990 or 990-EZ which are appropriate for public charities. Our filing requirement was not properly reflected in the IRS database until July 2025. As a result we were unable to comply with the filing deadline because we were not aware of the obligation. This delay was not due to our negligence or willful disregard but rather an IRS systemic issue that prevented timely compliance.
