Form 990, Part VI, Section B, Line 12C

The conflict of interest policy covers all officers, employees, and directors of the organization. The organization has a policy that is monitored annually that defines what conflicts are considered. If there is a conflict, the responsible person is to report the possible conflict to the board of directors. The board then determines if a conflict does exist. Any responsible person is not allowed to participate in discussion or voting on the matter.

The board of directors adjusts the compensation of all officers and key employees annually based on review of his or her performance evaluation. The board of directors also uses the minnesota council of nonprofits annual salary survey as a guide in determining fair and equitable compensation.

We completed a juvenile probation pilot which became a program with the hennepin county juvenile probation. The youth restorative justice disposition program was contracted as a program in may 2021. The program was slated to serve 40 youth in the calendar year of 2021. By the end of fy21, rjca successfully completed 13 of 19 cases during the pilot program and had 5 new referrals after becoming a program in may.

IT IS THROUGH THESE COMMUNITY FORUMS THAT RJCA ACHIEVES ITS PRIMARY OBJECTIVES OF EFFECTIVELY ADDRESSING MISDEMEANOR AND LOW-LEVEL FELONIES WHICH HELPS PREVENT FURTHER CRIME AND COMMUNITY DETERIORATION WHILE REPAIRING THE HARM CAUSED BY CRIMINAL BEHAVIOR. RJCA ALSO PROVIDES OPPORTUNITIES FOR COMMUNITY-BUILDING BY CREATING RELATIONSHIPS WITHIN NEIGHBORHOODS ALLOWING PEOPLE TO WORK TOGETHER TO REINFORCE NORMS OF ACCEPTABLE BEHAVIOR. AS REFERRED PARTICIPANTS (OFFENDERS) RECOGNIZE THE IMPACT OF THEIR BEHAVIOR, THEY RECEIVE SUPPORT AND OFTEN CONNECT WITH THE COMMUNITY IN POSITIVE WAYS. IN FY 21, 190 ADULT OFFENDERS ENROLLED IN RJCA, A 22.4% DECREASE FROM LAST YEAR. THIS REFLECTS A GENERAL DOWNTURN IN LOW LEVEL OFFENSES IN THE CRIMINAL LEGAL SYSTEM OVERALL. 190 CASES WERE CONFERENCED (100% ATTENDANCE RATE), AND 163 SUCCESSFULLY COMPLETED THE PROGRAM WHO WERE CONFERENCED (85.7% SUCCESS RATE). DUE TO COVID RESTRICTIONS, MOST AGREEMENT OUTCOMES RESULTED IN ACTIVITIES THAT COULD BE ACCOMPLISHED IN RESTRICTED SPACES. REFERRED PARTICIPANTS COMPLETED 560 HOURS OF COMMUNITY SERVICE, GAVE 112 APOLOGIES, AND DONATED $818 AND 16 BAGS/ITEMS OF IN-KIND DONATIONS IN THE COMMUNITIES THAT WERE AFFECTED. THEY ALSO COMPLETED 708 HOURS OF PERSONAL DEVELOPMENT ACTIVITIES SUCH AS WORKING ON EDUCATION (GED) OR WRITING REFLECTION ESSAYS. THIS YEAR, 259 COMMUNITY MEMBER PARTICIPATIONS BY 59 VOLUNTEERS WHO MET ON ZOOM WITH RJCA STAFF FACILITATORS. DURING COVID, WE HELD 2-4 CONFERENCES A WEEK WITH LIMITED PARTICIPATION OF 1 REFERRED PARTICIPANT (OFFENDER), 2 COMMUNITY MEMBERS, AND 1 STAFF FACILITATOR. WE ALSO HAD INCREASED INTEREST IN OUR WORK AND PROVIDED SPOTS FOR 2 OBSERVERS PER CONFERENCE WHERE THE REFERRED PARTICIPANT ALLOWED. THIS HELPED US INCREASE OUR VOLUNTEER POOL FOR THOSE WHO FELT COMFORTABLE UTILIZING ZOOM. WE WERE ABLE TO HOLD A FEW CONFERENCES IN AN OUTSIDE SPACE DURING WARMER WEATHER.

IRS990/ProgSrvcAccomActy2Grp/Desc0YOUTH COMMUNITY CONFERENCING:RJCA CREATES A FORUM IN WHICH PEOPLE IMPACTED BY CRIMES MEET WITH OFFENDERS WHO COMMIT THE CRIMES TO DISCUSS THE IMPACT AND DETERMINE RESTITUTION. IN FY21, THE YOUTH CASES DROPPED BY HALF AS MOST CASES WERE SCHOOL OR OTHER FIGHTS AND SHOPLIFTING WHICH WERE INHIBITED FROM OCCURRING DURING IN-PERSON RESTRICTIONS AND BUSINESSES ONLY OPEN FOR ON-LINE OR PICK-UP PURCHASING. THIS YEAR, 52 YOUTH OFFENDERS ENROLLED AND CONFERENCED, AND 39 SUCCESSFULLY COMPLETED THE PROGRAM (75% SUCCESS RATE). DUE TO COVID RESTRICTIONS, MOST AGREEMENT OUTCOMES RESULTED IN ACTIVITIES THAT COULD BE ACCOMPLISHED IN RESTRICTED SPACES. REFERRED PARTICIPANTS COMPLETED 35 HOURS OF COMMUNITY SERVICE AND GAVE 9 APOLOGIES IN COMMUNITIES THAT WERE AFFECTED. THEY ALSO COMPLETED 153 HOURS OF PERSONAL DEVELOPMENT ACTIVITIES SUCH AS WORKING WITH A TUTOR, CREATING A GRADUATION PLAN, ATTENDING ANGER MANAGEMENT CLASSES OR WRITING REFLECTION ESSAYS. 33 VOLUNTEERS COMPLETED 101 COMMUNITY MEMBER PARTICIPATIONS AND 15 TRAINED VOLUNTEER FACILITATIONS (MSW INTERNS) OCCURRED IN FY 21. ALONG WITH THE REFERRED YOUTH, 78 FAMILY MEMBERS AND SUPPORTERS MET FACE-TO-FACE WITH COMMUNITY MEMBERS AT THE CONFERENCES HELD IN FY20 (FAMILY MEMBERS AND VOLUNTEERS ARE COUNTED DURING YEAR OF CONFERENCE. CASES ARE EVALUATED WHEN CLOSED DURING FY 20). RJCA BEGAN A NEW PILOT FOR JUVENILES ON PROBATION. BY THE END OF FY20, NONE HAD COMPLETED THE PROCESS. 8 COMMUNITY CIRCLE KEEPERS ARE PART OF THE FIRST POOL OF LEADERS FOR THIS PROCESS WITH HENNEPIN COUNTY PROBATION, FAMILIES, AND COMMUNITY.

THIS WAS AN OPPORTUNITY TO MOVE FROM IMPLICIT BIAS TO ANTI-RACISM PROGRAMMING. AS THERE ARE MORE AGENCIES AND INDIVIDUALS PROVIDING THIS SERVICE, RJCA WILL KEEP IT AS AN ESSENTIAL PART OF OUR PROCESS BUT WILL NOT BE DEVELOPING IT FURTHER AS A SERVICE FOR HIRE. IN FY21, THE BIPOC INCUBATOR INCREASED TO INCLUDE 8 CIRCLE KEEPERS FROM THE AFRICAN AMERICAN, NATIVE AMERICAN, AND SOMALI COMMUNITIES OF THE TWIN CITIES. THESE CIRCLE KEEPERS PROVIDE SERVICES NOT ONLY FOR PROGRAMMING WITH REFERRED PARTICIPANTS BUT ALSO FOR SPECIAL CASES AND COMMUNITY CONVERSATIONS.
