The metropolitan education commission was formed as a joint commission by the city of tucson and pima county for educational and advocacy purposes. The commission has members as defined by the board of supervisors and the mayor and council resolutions.

Form 990, Part VI, Section A, Line 7A

The mayor and members of the tucson city council, together with the pima county board of supervisors, may each appoint members of the commission. Each governmental entity retains power to appoint 5 members of the governing body. The 24 remaining appointments come from the community education and business organizations.

Form 990 is prepared by an independent cpa and a draft is provided to the excutive director for review. Upon the executive director's approval, a copy is provided to the entire board prior to filing.

Each employee and commissioner is provided a copy of the conflict of interest policy and required to sign an acknowledgement. The acknowledgement states that upon or before election, hiring, or appointment, the individual will make a full, written disclosure of interests and relationships that could potentially result in a conflict of interest, and that the disclosure will be updated as appropriate. During the course of commission meetings or activities, the individual is required to disclose any and all interests in a transaction or decision that could confer, or appear to confer, benefit or gain to the individual, his business, or his family. After making such disclosure, the individual will not be allowed to participate in any discussion or vote involving a possible conflict of interest.

Financial Statement Notes

PART X, LINE 2:

The commission is exempt from income taxes under both federal (internal revenue code section 501(c)(3)) and arizona income tax laws, and is classified as other than a private foundation. Accordingly, no provision for federal and state income taxes is made. Income from certain activities not directly related to the commission's tax-exempt purpose, however, may be subject to taxation as unrelated business taxable income (ubti). Gaap requires management to perform an evaluation of all tax positions taken or expected to be taken in the course of preparing the commission's tax returns to determine whether the tax positions meet a "more likely than not" standard of being sustained under examination by the applicable taxing authorities. This evaluation is required to be performed for all open tax years, as defined by the various statutes of limitations, for federal and state purposes. The commission is only subject to income taxes on ubti as applicable. As a result, the commission is required to file informational returns for federal and state purposes and, if it has ubti, federal and state income tax returns. Management has performed its evaluation of tax positions taken on all open tax returns and has determined that there were no positions taken that do not meet the "more likely than not" standard.

REGIONAL COLLEGE ACCESS CENTER (RCAC): THE RCAC WAS ESTABLISHED IN 2008 AS THE RESULT OF A YAC/TTC YOUTH SURVEY WHICH INDICATED THAT HIGH SCHOOL STUDENT S IN PIMA COUNTY NEEDED MORE ASSISTANCE WITH THEIR COLLEGE AND CAREER PLANNING NEEDS. THE RCAC STRATEGIC PLAN FALLS IN LINE WITH BOTH, PIMA COUNTY AND CITY OF TUCSON, WORKFORCE DEVELOPMENT GOALS. THE GOALS OF THE RCAC ARE TO HELP STUDENTS IN PIMA COUNTY, AND NOW NOGALES UNIFIED SCHOOL DISTRICT, PREPARE FOR, APPLY TO AND SUCCEED IN COLLEGE. IN THE FALL OF 2011 THE MEC, WITH THE ASSISTANCE OF THE HELIOS EDUCATIONAL ENRICHMENT FOUNDATION AND CENTURY LINK, CREATED THE RCAC STUDENT AMBASSADOR PROGRAM. THROUGH THIS PROGRAM, FOUR (4) HIGH ACHIEVING STUDENTS FROM FOUR (4) LOCAL HIGH SCHOOLS (DESERT VIEW, SUNNYSIDE, PUEBLO AND FLOWING WELLS HIGH SCHOOLS) WERE HIRED AND TRAINED TO ASSIST THEIR RESPECTIVE HIGH SCHOOL COLLEGE AND CAREER CENTERS AS PEER ADVISORS. IN JUNE OF 2015 THE MEC WAS PRESENTED WITH THE OPPORTUNITY TO PARTNER WITH THE ARIZONA SERVE STATE AMERICORPS PROGRAM AND EXPAND THE RCAC STUDENT AMBASSADOR PROGRAM. THE PROGRAM IS NOW AVAILABLE AT SANTA RITA HIGH SCHOOL, PALO VERDE HIGH MAGNET SCHOOL, CATALINA HIGH MAGNET SCHOOL, PUEBLO HIGH MAGNET SCHOOL, TUCSON HIGH MAGNET SCHOOL, DESERT VIEW HIGH SCHOOL, SUNNYSIDE HIGH SCHOOL, FLOWING WELLS HIGH SCHOOL AND SENTINEL PEAK HIGH SCHOOL. THE ACCOMPLISHMENTS OF THIS YEAR'S RCAC STUDENT AMBASSADORS WERE ALSO QUITE NOTABLE: ONE (1) AIR FORCE ACADEMY APPOINTEE, ONE (1) NATIONAL HISPANIC RECOGNITION SCHOLAR, ONE (1) UNIVERSITY OF ARIZONA BAIRD SCHOLAR, ONE (1) HORATIO ALGER NATIONAL SCHOLAR, ONE (1) NATIONAL FOOTLOCKER SCHOLAR/ATHLETE AWARD RECIPIENT, THREE (3) COLLEGE SUCCESS ARIZONA SCHOLARS, SIX (6) UA ARIZONA ASSURANCE SCHOLARS, AND FIVE (5) ASU PRESIDENT BARACK OBAMA SCHOLARS. THE RCAC COORDINATOR AND STUDENT AMBASSADOR ACTIVITIES HAVE INCLUDED; ONE ON ONE COLLEGE AND CAREER PLANNING APPOINTMENTS; ONE ON ONE COLLEGE APPLICATION ASSISTANCE; ONE ON ONE FAFSA COMPLETION ASSISTANCE; RCAC WEBSITE SCHOLARSHIP/ESSAY WRITING WORKSHOPS; HIGH SCHOOL FRESHMAN SUMMER ORIENTATION WORKSHOPS; PLANNING AND PARTICIPATION IN HIGH SCHOOL COLLEGE AND CAREER EVENTS; RCAC COMMUNITY PRESENTATIONS; AND PLANNING AND PARTICIPATION IN THE MEC RCAC SUMMER MELT PROJECT. IN OCTOBER OF 2015, THE MEC RCAC WAS SELECTED TO PARTICIPATE IN COLLEGE SUCCESS ARIZONA'S "COLLEGE KNOWING AND GOING: A HELIOS EDUCATIONAL ENRICHMENT FOUNDATION INITIATIVE". THE INITIATIVE IS FOCUSED ON INCREASING LATINO SUCCESS IN POST SECONDARY EDUCATIONAL SETTINGS. THE GOALS ARE TO INCREASE COLLEGE APPLICATION COMPLETION, FAFSA COMPLETION AND SCHOLARSHIP ATTAINMENT, PROVIDE ASSISTANCE WITH EDUCATIONAL AND CAREER ACTION PLAN (ECAP) ACTIVITIES, INCREASE ACT PREP PARTICIPATION, AND OFFER SUMMER MELT SERVICES FOR RECENT HIGH SCHOOL GRADUATES. THE GRANT INCLUDES TUCSON UNIFIED SCHOOL DISTRICT, SUNNYSIDE UNIFIED SCHOOL DISTRICT, FLOWING WELLS UNIFIED SCHOOL DISTRICT, VAIL UNIFIED SCHOOL DISTRICT AND NOGALES UNIFIED SCHOOL DISTRICT. TODAY MANY OF OUR STUDENTS ARE PRESENTLY ATTENDING IVY LEAGUE, PRIVATE ELITE COLLEGES, PUBLIC UNIVERSITIES AND COMMUNITY COLLEGES. OUR SUCCESSES ARE TOO NUMEROUS TO COUNT. DESPITE ALL OF THE POSITIVE OUTCOMES THERE IS STILL A DESPERATE NEED TO INCREASE OUR SERVICES DUE TO THE REDUCED NUMBERS OF HIGH SCHOOL COUNSELORS WITHIN OUR SCHOOL DISTRICTS. IT IS FOR THIS REASON THAT WE TURN TO OUR COMMUNITY MEMBERS FOR FINANCIAL SUPPORT OF OUR PROGRAMMING. MEC'S GOALS INCLUDE:* TO EMPOWER AND ADVOCATE FOR STUDENTS, THEIR TEACHERS, AND THEIR FAMILIES.* TO ACKNOWLEDGE INDIVIDUALS AND GROUPS WITHIN THE COMMUNITY WHOSE EXEMPLARY SERVICE TO STUDENTS AND TO EDUCATION MERITS SUCH SPECIAL RECOGNITION.* TO PROMOTE GRADUATION FROM HIGH SCHOOL AS A FIRST STEP TOWARD AN ENRICHED FUTURE FOR STUDENTS AND A REALISTIC SENSE OF THEIR PLACE WITHIN THE COMMUNITY.
