Form 990 is normally reviewed by the board of directors at their march meeting before it is filed. Since our subsidiaries' tax returns were prepared late this year, board review was not possible in order for us to meet the filing deadline.

Our governing documents, conflict of interest policy, and financial statements are available upon request.

Form 990, Part VI, Section B, Line 12C

Our conflict of interest policy covers all directors, officers, employees and volunteers. Conflict determinations are made by the president or board chair and can be reviewed by the full board. Persons with a conflict of interest are prohibited from participating in or hearing discussion of the matter, except to disclose material facts and respond to questions. All covered persons are required to annually file an affirmation of compliance and disclosure statement.

A compensation study was done in 2017 for all positions and included the navaho nation, federal and state governments, non-profits in the surrounding area and similar community development corporations nationwide. Salary ranges were approved by the board of directors.
