Bloom Arts Foundation's (BAF's) Conflict of Interest Policy aims to protect BAF's interests from transactions that could privately benefit officers, directors, or lead to excess benefit transactions. An "interested person" is defined as any director, principal officer, or committee member with governing board delegated powers who has a direct or indirect financial interest with BAF or entities it deals with, including ownership, investment, or compensation. When a potential conflict arises, the interested person must disclose their financial interest and all material facts to the relevant board or committee. After disclosure and discussion, the interested person must leave the meeting while the remaining members determine if a conflict exists and, if so, whether the proposed transaction is in BAF's best interest, fair, and reasonable, voting by a majority of disinterested directors. The policy is designed to supplement, not replace, existing state and federal laws governing conflicts of interest for non-profit organizations.

Form 990, Part VI, Section B, line 15A

BAF determines officer compensation through specific guidelines outlined in its Conflict of Interest Policy. Primarily, the compensation policy states that any voting member of the governing board or any committee with jurisdiction over compensation matters is precluded from voting on their own compensation if they receive direct or indirect payment for services from BAF. However, these voting members are permitted to provide information to any committee during compensation discussions. Furthermore, as part of its periodic reviews, BAF ensures that compensation arrangements and benefits are reasonable, are based on competent survey information, and are the result of arm's length bargaining. This process helps ensure that compensation aligns with charitable purposes and avoids jeopardizing BAF's tax-exempt status.

This can be music and movement classes, dance classes, professional development for the classroom teachers, the music/dance program, and school assemblies featuring multi-cultural music and dance. Since opening in 2020 we have reached over 20,000 students with music and dance classes in over 45 schools across LA, and through our international partners abroad. We have a 93% renewal rate with our school partners and strive to be a meaningful part of their school community. Bloom's uniquely designed curriculum fosters organic student growth in pre-literacy skills, social-emotional learning and cognitive and physical development. Partner School Classroom Teachers surveyed reported student improvement in class in the following areas as a result of Bloom's classes: 95.9% Increased sense of community; 94.5% Improved mood; 86.3% Increased student confidence to participate; 86.3% Increased creative thinking and creative problem solving.

A shared, multicultural curriculum ensures all students receive high-quality education and have a common learning experience.At Delevan Drive Elementary, we provide music education to 65 fifth grade students who otherwise don't have access to music and dance education in school. 54% are Hispanic, 21% are Asian/Pacific Islander, 14% are White, 9% are 2 or more races, and 2% Black. 40% of these students are considered socio-economically disadvantaged according to the California Department of Education.
