Sawmill clt's regular membership includes persons with a residential or commercial land lease with the clt or a residential or commercial unit lease on clt owned land. Regular membership is also open to persons who reside within the clt service area and wish to be involved in the organization. Membership requirements are detailed in the organization's bylaws.

Seven of the eleven seats on sawmill clt's board of directors are reserved for regular members who are nominated by their membership class and elected by the voting membership. Four board seats are nominated by the board of directors as represenatives of the broader public interest and elected by the voting members.
