| CLICC, Inc. received its IRS Determination Letter in June 2020. Previously the CLICC program was operated under the fiscal sponsorship of Connecticut Appleseed Center for Law and Justice, Inc. CLICC provides mentoring and literacy activities to strengthen communication and deepen bonds between children and their incarcerated parents.CLICC (Connecting through Literacy: Incarcerated Parents, their Children and Caregivers) was an essential resource in 2020. With in-person visits prohibited at Connecticut prisons for more than six months due to the Covid-19 pandemic, and telephone access inside prisons severely limited, CLICC literacy and mentoring helped bridge the communication divide between parents and their children. CLICC also provided critical basic-needs support to participating families across Connecticut communities who lost jobs, housing and loved ones in the pandemics scourge. 1) By April 2020, CLICC moved its child mentoring operations online so CLICC mentors could continue providing caring support every week to children who were scared for the welfare of their incarcerated loved ones and families. CLICC mentor training was updated to include best practices for online contact with children during this time. 2) Interest in mentoring children (ages 5-17) remained strong. CLICC trained approximately 40 volunteers in 2020, most of whom were students in criminal justice, social work or education from CLICCs 15 Connecticut college and university partners. 3) Books and materials continued to be mailed to participating parents in eight (8) Connecticut prisons, thanks to relationships CLICC has developed with the state Department of Correction and federal Bureau of Prisons. 4) CLICC developed handouts for incarcerated parents about coronavirus disease and how to discuss it with children, which were distributed through our prison contacts. Handouts on parent-child communication and self care during the pandemic followed later in the year. 5) CLICC received grants for gift cards to grocery stores and general retailers for enrolled families across Connecticut. We distributed grocery gift cards in the fall and cards to Walmart and Target for holiday giving. 6) The founding CLICC Board of Directors was seated during the pandemic and moved quickly to develop CLICCs first strategic plan with help from the Harvard Business School Club of Connecticut.CLICC aims to reduce recidivism and facilitate successful reentry outcomes by reconnecting incarcerated parents and their children by using a family literacy curriculum and providing supportive mentors. After the award of a 5-year grant from the State of Connecticut in 2017 that may total up to $662,000, CLICCs contract paid about $39,000 in 2020. CLICC has also received grant funding for the first time during 2020 from new foundations.CLICC's program mitigates pressing challenges: 1) Strained, often destructive relationships among families which include an incarcerated parent. Reinforcing the literacy skills of re-entering parents and their children will help to ease their transition, help the family move forward more cohesively, and better equip formerly incarcerated people to enter the workforce. 2) Children of the incarcerated can experience a combination of shame, stigma, trauma and toxic shock that, if left unchecked, can thwart healthy development and pose health challenges that last a lifetime. Having an incarcerated parent is one of 10 Adverse Childhood Experiences, as classified by the Centers for Disease Control and Prevention. Caring adults, such as CLICC mentors, can help mitigate these feelings. The CLICC mentor training has been specifically designed with these children in mind. The CLICC model calls for volunteer CLICC parent mentors to meet at the facilities to help parents read books and write letters to their children, while children do similar activities with their own mentors at community sites near their homes. CLICC plans to transition from online meetings to in-person contact with incarcerated parents and their children once it is safe to do so.The program also includes childrens caregivers, who tend to have complicated relationships with incarcerated parents, yet are so important to the future of the children and their families.
