Mission and Program Overview

Mission

Rise Education Fund is a California-based, non-profit public benefit corporation formed for social welfare purposes. Rise Education Funds activities include providing case management services to address students basic needs such as food and housing insecurity. Additionally, the Rise Education Fund leads programs to recruit, organize and train student leaders and supporters to become advocates for free college tuition and civic participation. The overarching goal of these programs is to ensure that all students can attend and complete college while meeting their basic needs and without taking out student loan debt.

Supporting programs that train and mobilize students in advocacy work and civic participation to ensure the cost of higher education never prevents students from pursuing their dreams.

The president, chief executive officer, chief operating officer, treasurer and chief financial officer, executive director, and members of the board of directors must disclose any transaction and all material facts regarding their interest in the transaction or the interest of any person with business or family relationships to the interested person. The board or committee empowered to approve that specific type of transaction then determines if a conflict of interest exists, without the interested person present. If a conflict of interest exists, the board or committee will compile and review appropriate data to ascertain whether the proposed transaction is fair and reasonable and in the best interest of the organization. If the transaction involves a director with a material financial interest, the transaction may then be approved by a vote of the majority of the directors then in office, not including the vote of any interested directors. Then, at the next board meeting, the transaction must be ratified by the full board, again by a vote of a majority of directors then in office not counting any interested directors. If the transaction does not involve a director with a material financial interest, the transaction can be approved by the board or committee by majority vote of those present at a meeting for which quorum requirements have been met, excluding the vote of any interested person.

Financial Statement Notes

PART X, LINE 2:

The organization qualifies as a tax-exempt organization under section 501(c)(4) of the internal revenue code and california revenue and taxation code section 23701(d). Accordingly, no provision has been made for federal and state income taxes. The organization accounts for income taxes by evaluating its tax positions and recognizes a liability for any positions that would not be considered "more likely than not" to be upheld under a tax authority examination. If such issues exist, the organization's policy will be to recognize any tax liability so recorded, including applicable interest and penalties, as a component of income tax expense. The organization has reviewed its tax positions and determined that an accrual for uncertain income tax positions and adjustment to the tax provision was not necessary.
