Governance Explanations

The Dale House Project does not issue W-2s or officially have any employees. All employees are leased/seconded from Young Life, a separate 501(c)(3) organization. The Dale House Project reimburses Young Life for these employees' compensation and these reimbursements are the amounts reported on 990 Part VII and 990 Part IX, Lines 5 - 10. However, since Dale House Project does not directly employ its staff, the number reported on Form 990 Part I, Line 5 and Part V, Line 2a is the number of leased/seconded employees from Young Life.

The 990 was prepared by an independent CPA firm. It is then reviewed in detail by Co-Executive Directors, and a copy is given to the full Board for review prior to filing with the IRS.

Form 990, Part VI, Section B, line 12C

Annual conflict of interest statements are signed by officers and board members. All transactions are monitored by the finance department for potential conflicts of interest. Conflicts of interest would be reported to the Board by the finance department if a conflict or potential conflict were to be identified. A member with a conflict of interest would be asked to recuse themselves from discussion and voting related to that issue.

Form 990, Part VI, Section B, line 15

The rates of salaries for officers are determined by Young Life (YL), an unrelated organization who leases employees to Dale House Project (DHP). YL compensation policies include review by independent members of the Board, market research used for comparability compiled by their HR department, and contemporaneous substantiation in the YL Board minutes. In finalizing compensation reimbursements for YL employees leased to DHP, the independent members of the DHP Board provide input and YL establishes the final compensation levels under the employee leasing agreements.

IRS990/Desc0The Dale House opened in 1972 as a special project with Young Life, a para-church outreach to youth. This move came in response to the alarming nationwide proliferation of broken homes, child abuse, teenage pregnancy, and drug and alcohol abuse. In 2000, The Dale House Project became a legally separate entity. Our goal is to prepare these young people for independent living by helping them acquire the necessary skills to become self-supporting, contributing members of society. Most youth are referred to us by various county Departments of Human Services or the Division of Youth Services because they are about to be released from "the system and generally have very little support, if any, available from their families.Indeed, many have suffered significant physical and/or emotional abuse in those families of origin. Residents work toward the accomplishment of 12 basic goals (each implemented in part by workbooks), which include areas such as education, employment, restitution, money management, transportation, consumerism, etc. For example, the employment goal begins with four weeks of vocational training in our Dale House Urban Garden/Learning Lab for Life, for which youth are paid an hourly wage, most of which goes into each residents' savings account. As residents accomplish goals, they advance from the most structured settings into independent living apartments, where they can develop the lessons learned in a more practical setting.While our residents can be resourceful and have learned to survive, they are often troubled by drug and/or alcohol addictions, temptations to return to gangs, and the helplessness inflicted by victimization. But, they are resilient and their achievements are a great testimony to their courage and determination. The second goal of our program is to provide a training and development program for eight college graduates who work with our residents. During the one year term, these staff work one-on-one with residents under the supervision of our permanent staff. We have trained more than 300 men and women in troubled youth ministry, and approximately 85% of them have continued on in a variety of vocations in the human services field.

In finalizing compensation reimbursements for YL employees leased to DHP, the independent members of the DHP Board provide input and YL establishes the final compensation levels under the employee leasing agreements.
