Governance Explanations

Form 990 Part V, Line 2A, and Part VII, Line 1A

The Dale House Project does not issue W-2s or officially have any employees. All employees are leased/seconded from YoungLife, a separate 501(c)(3) organization. The Dale House Project reimburses YoungLife for these employees' compensation and these reimbursements are the amounts reported on 990 Part VII and 990 Part IX. However, since there are technically no employees of The Dale House Project,the number reported on Form 990 Part I, Line 5, and Part V, Line 2a is the number of leased/seconded employees from YoungLife.

The 990 was prepared by an independent CPA firm and then reviewed by the Board Secretary before being made available to the full board for review and then filed with the IRS.

All transactions are monitored by the finance department for potential conflicts of interest. Conflicts of interest would be reported to the board by the finance department if a conflict or potential conflict were to be identified.

Form 990, Part VI, Section B, Lines 15a & 15b: The rates of salaries are determined by job categories which Young Life established for staff salaries. Those job categories have to do with job descriptions covering supervision responsiblities, education, years of service, etc. Certain positions have pay ranges. The organization has continued to use the Young Life structure as their guideline. A cost of living increase is approved by the Board yearly. This increase does not exceed 3%.

Financial Statement Notes

Part X, Line 2:

The financial statement effects of a tax position taken or expected to be taken are recognized in the financial statements when it is more likely than not, based on the technical merits, that the position will be sustained upon examination. Interest and penalties, if any, are included in expenses in the statements of cash receipts and disbursements - cash basis. As of September 30, 2015, the Project had no uncertain tax positions that qualify for recognition or disclosure in the financial statements. The Project's federal Return of Organization Exempt from Income Tax Form 990 for the years ended September 30, 2012, 2013, and 2014 are subject to examination by the IRS, generally for three years after they were filed.

IRS990/Desc0In 1971 the Dale House began its work with older, basically homeless, male and female adolescents in a residential setting as a program with Young Life. In 2000, The Dale House Project became a legally separate entity. Our goal is to prepare these young people for independent living by helping them acquire the necessary skills to become self-supporting, contributing members of society. Most youth are referred to us by various county Departments of Human Services or the Division of Youth Corrections, because they are about to be released from "the system and generally have very little support, if any, available from their families. Indeed, many have suffered significant physical and/or emotional abuse in those families of origin. Residents work toward the accomplishment of 12 basic goals (each implemented in part by workbooks), which include areas such as education, employment, restitution, money management, transportation, consumerism, etc. For example, the employment goal begins with four weeks of vocational training in our Dale House Urban Garden/Learning Lab for Life, for which youth are paid an hourly wage, most of which goes into each residents' savings account. As residents accomplish goals, they advance from the most structured settings into independent living apartments, where they can develop the lessons learned in a more practical setting.While our residents can be resourceful and have learned to survive, they are often troubled by drug and/or alcohol addictions, temptations to return to gangs, and the helplessness inflicted by victimization. But, they are resilient and their achievements are a great testimony to their courage and determination. The second goal of our program is to train eight college graduates each year to work with our residents. During the year of training, these staff carry out the basic carework with residents, under the supervision of our permanent staff. They also attend classes taught at the Colorado Springs Fuller Seminary extension and can earn up to 12 graduate-level credit hours, which can be applied toward advanced degrees. We have trained more than 300 men and women in troubled youth ministry, and approximately 85% of them have continued on in a variety of vocations in the human services field.
