Texas Coastal Exchange is a conservation organization dedicated to supporting the long-term resilience of the Texas coast by working with coastal landowners to conserve and protect coastal marshes, prairies, and bottomland hardwood forests. Our goal is to work with and support landowners to keep ecosystem benefits intact and functioning, as well as to help the public understand and appreciate both the value of coastal ecosystems and the importance of supporting the landowners who steward these natural lands and the benefits that they provide to us all. In 2023, Texas Coastal Exchange focused on creative ways to increase carbon sequestration on the Texas coast through research.$0$33,520
TXC's second program is the next phase of TCX involvement with coastal landowners and the protection of coastal wetlands. TCX is identified under the BCarbon coastal living shoreline protocol as the potential long-term owner of these coastal living shorelines and will assume responsibility for both monitoring and maintaining these shorelines, and will also participate in the proceeds from sales of carbon credits generated by protecting these coastal wetlands. This new project will become the primary focus of TCX over time.$0$0

IRS990ScheduleA/FactsAndCircumstancesTestTxt0Texas Coastal Exchange (TCX) submits that throughout its existence to date and in the future, it qualifies as a public charity under Internal Revenue Code 609(a)(1) by satisfying the requirements of Treasury Regulation 1.170A-9(e)(3) as follows:(i). Ten Percent Test: At this time, Texas Coastal Exchange has approximately 22% public support and has plans to increase this in the future. To date, TCX's concept has been to solicit public support in addressing climate change by receiving contributions from individuals and corporations to make grants to landowners to undertake actions to enhance carbon sequestration on their property. This strategy is in the process of being amended as described in section (ii).(ii). Attraction of Public Support: TCX is a non-governmental organization engaged in attempting to address climate change by encouraging landowners and project developers to enhance the drawdown of carbon dioxide from the atmosphere by changing land management practices. This is a very important and very difficult public purpose, and TCX has not received the volume of public contributions in support of our plans to date as previously hoped. At this time, major transitions have occurred and are being pursued by Texas Coastal Exchange. In April 2022, a report was published by TCX regarding the protection of Texas coastal wetlands with living shorelines, and the organization has received great public interest in this concept. Secondly, TCX contracted with a consultant to help reshape its approach to addressing climate change. In this way, TCX will be directly involved in protecting Texas coastal wetlands in the future and will be in a position to appeal to a larger constituency than in previous years. (iii). Percentage of Financial Support: TCX received approximately 23% of its total support from public sources in its first five years and can reasonably expect that ratio to rise in the future due to this strategy shift. A strategic plan is being pursued. (iv). Sources of Support: TCX has received support from multiple entities including a representative number of foundations and individuals, rather than receiving almost all of its support from the members of a single family or small group of individuals. (v) Representative Governing Body: TCX has recently revised its Board of Directors in accordance with the recommendations of the aforementioned report on the transition of TCX to a different public outreach concept. Today, the Board includes a Texas coastal environmental attorney, a Texas coastal academic, the head of major research organization, the sustainability director of a major public zoo, an entrepreneur developer, a West Texas rancher and Texas coastal ecotourism director. There are five men and two women on the board that also have minority representation. TCX is ready to move forward with an excellent governing body. (vi). Availability of Facilities or Services and Public Participation: Texas Coastal Exchange intends to provide carbon sequestration capacity and coastal environmental protection. By protecting Texas coastal wetlands, TCX will increase coastal resilience up and down the Texas coast and will provide carbon sequestration opportunities to millions of residents of the Texas coast and other parts of Texas and the United States. Ultimately, it is the intent of TCX to protect over 1,000 miles of Texas coastal marsh, representing the largest response to sea level rise in the United States, protecting our coastal fishery as well as making progress in the battle to reduce carbon dioxide concentrations in the atmosphere. CONCLUSION: TCX believes it qualifies as a publicly supported charity described in IRC 509(a)(1) pursuant to the facts and circumstances test found in Treasury Regulation 1.170A-9(e)(3). TCX has and will continue to receive well in excess of ten percent (10%) of its total support from qualifying public sources.
