(501(c)(3) exempt organizations) in operating their own independent health information exchanges endeavors (3) serving as a convenor of the diverse stakeholders that are involved in the access, exchange and use of electronic health information to help develop consensus solutions to the complex challenges that serve as barriers to the seamless exchange of electronic health information among those who have the legal right to access the information and have a valid need for the information, and; (4) serve as a trusted nationwide authority for education on important topics related to electronic health information issues.”
