Housing Plus's mission is to be a helping hand for individuals and families striving to succeed and overcome while experiencing homelessness or housing instability. Our goal is to impact people where they are by providing housing and related resources so that they feel safe, stable, and supported; creating a foundation for a better future.

The review of this 990 submission takes place in several parts. The initial input and review is done by the Executive Director (ED) and the Finance and Data Specialist. Upon completion of input and our review the submission is reviewed by the HPI board. After their sign off, the ED and the Finance and Data Specialist do a final review before submission.

Form 990, Part VI, Section B, Line 12C

In general, most conflict of interest situations occur during board votes and review of initiatives or when payments or income is involved. As there are no board or ED related payments for services or income deriving to the ED or board from organizational activities it is easy to monitor during our end of month financial reviews. Likewise, in reviewing staff activity it is also clear in the end of month reviews that no payments to vendors (landlord etc) intersect with any staff member as EINs and SSNs are required for vendor payments.

Form 990, Part III, Line 2

During the 2023-2024 fiscal year Housing Plus reduced our activities around street homeless outreach and related rehousing work and shifted the bulk of our programming towards keeping families housed and reducing the number of families being evicted. Emergency rental assistance remains a core area for us as the process of transitioning out of the COVID emergency rental assistance period of 2020-2023 is still with us. Our efforts to keep families housed is supported by our emergency rental assistance program in the City of Atlanta (Home Again) and by the addition of our more recent financial education activities including the new Financial Achievement Clubs (FAC) programs. The FAC programs teach savings and budgeting fundamentals in order to support our client families' journey to stable housing and improved financial health.

During the 2023-2024 fiscal year Housing Plus reduced our activities around street homeless outreach (The Plus Team) and related rehousing work and shifted the bulk of our programming towards keeping families housed and reducing the number of families being evicted. These programmatic changes were driven in part by the shift in focus of several of our primary funding sources.

Form 990, Part X, Line 10A

HPI purchased a ranch style home in late calendar year 2020 for the operational purpose of renting rooms to low income individuals. HPI mistakenly omitted a reference to the purchase in our 2020 990 return. Since that purchase we have declared income (rent) and expenses for the property on our annual 990. We operated this home until February 2024 when it was sold for market value. The proceeds, disbursements, and expenses related to this sale are included in this fiscal year's return. Note - Part VII, line 7a of this year's return.

IRS990/ProgSrvcAccomActy2Grp/Desc0Homelessness and Housing--The Motel to Home Program. Homelessness is often defined differently by different entities. For example, in some cases, organizations such as HUD, the primary federal housing funding agency, does not consider families in extended stay motels to be "technically" homeless. School systems however do consider families and their school aged children living in extended stay motels to be homeless and they provide specific transportation and related resources for them to attend their local schools. That group of families is the target of our Motel to Home program funded by the United Way of Greater Atlanta. During the 2023 fiscal year Housing Plus performed outreach to local schools and extended stay motels and assisted 21 families in transitioning from extended stay motels into permanent housing (an apartment or rental home). There are many positives that come from these transitions including: decreased stress and an improved sense of well being for families and a more stable home environment has been proven to have a significant positive impact on the educational performance of children.

During the COVID era, Housing Plus participated in multiple COVID emergency rental assistance (ERA) programs. As part of that experience we saw many families returning for assistance as part of recurring cycle. The desire to help families break that cycle encouraged Housing Plus to incorporate financial education in our programming. We began this effort in 2023 and have continued to deliver financial education throughout 2024, and now have several financial clubs scheduled into 2025. The unique part of the FACs is a savings match component that matches what a participant saves during the program up to a maximum of $500. During fiscal year 2023 we had 75 individuals to complete the full six month curriculum of our Financial Achievement Clubs.

Emergency rental assistance remains a core area for us as the process of transitioning out of the COVID emergency rental assistance period of 2020-2023 is still with us. Our efforts to keep families housed is supported by our emergency rental assistance program in the City of Atlanta (Home Again) and by the addition of our more recent financial education activities including the new Financial Achievement Clubs (FAC) programs. The FAC programs teach savings and budgeting fundamentals in order to support our client families' journey to stable housing and improved financial health.
