Housing Plus's mission is to be a helping hand for individuals and families striving to succeed and overcome while experiencing homelessness or housing instability. Our goal is to impact people where they are by providing housing and related resources so that they feel safe, stable, and supported; creating a foundation for a better future.

Form 990, Part VI, Section B, Line 11b - The review of this 990 submission takes place in several parts. The initial input and review is done by the Executive Director (ED) and the Finance and Data Specialist. Upon completion of input and our review the submission is reviewed by the HPI board. After their sign off, the ED and the Finance and Data Specialist do a final review before submission.

Form 990, Part VI, Section B, Line 12c - In general, most conflict of interest situations occur during board votes and review of initiatives or when payments or income are involved. As there are no board or ED related payments for services or income deriving to the ED or Board from organizational activities it is easy to monitor during our end of month financial reviews. Likewise, in reviewing staff activity it is also clear in the end of month reviews that no payments to vendors (landlords etc) intersect with any staff member as EINs and SSNs are required for vendor payments.

IRS990/Desc0Contractual Case Management One of Housing Plus' primary program areas for 2022-23 was providing Contractual Case Management in support of Covid Emergency Assistance in the City of Atlanta and assisting with the rehousing of homeless families and helping families transition out of extended stay motels to permanent housing in Dekalb County GA. Housing Plus assisted a combined 357 households across both programs. Participants in the City of Atlanta Covid Emergency Rental Assistance program could qualify for up to 15 months of rental assistance and the Dekalb County rehousing program provided up to $6000 in assistance per family. Housing Plus provided intake and case management support for both programs.

Over the course of the 2022-2023 fiscal year one of our primary funders of homelessness housing funds shifted their focus from street homelessness to providing assistance for housing insecure families. Because of that, our street homelessness program area, Street to Home, was phased out in early 2023. During the last six months of 2022 the Street to Home program housed 69 homeless individuals.

IRS990/ProgSrvcAccomActy3Grp/Desc0Rental Assistance / Eviction Intervention Housing Plus' third program area, titled Eviction intervention, still includes emergency rental housing assistance, however, unlike Contractual Case Management, Housing Plus controls and distributes the rental assistance funding. In addition, this program area focuses specifically on families facing an eminent threat of eviction. HPI runs two programs, one in Gwinnett County with Atlanta Legal Aid and one with Clayton County, including the Clayton County court. In both programs Housing Plus identifies families facing eviction who have shown a history of good tenancy, but who may have had an emergency or temporary situation causing them to fall behind. The intent is to support those families, who with a small bit of assistance, can avoid eviction and regain control of their housing situation.

Each grant requires that we track program expenses and assistance provided. Records are kept on both online internet software as well as in program specific excel spreadsheets and are reconciled monthly against bank records. Selection criteria is applied on the front end, and for those ruled ineligible there are declination letters retained in the client files where required. Housing Plus uses Quickbooks and Excel to monitor financial expenditures and track those against program budgets. We provide detailed reports of grant spending to all funders on a regular basis.

As there are no board or ED related payments for services or income deriving to the ED or Board from organizational activities it is easy to monitor during our end of month financial reviews. Likewise, in reviewing staff activity it is also clear in the end of month reviews that no payments to vendors (landlords etc) intersect with any staff member as EINs and SSNs are required for vendor payments.
