Alameda pfs spv 1 (alameda) entered into a services contract with alameda county (the county) to oversee a pfs initiative, the alameda county justice restoration project (the alameda project), to invest in a community-based approach to re-entry service delivery with the goal of reducing the recidivism rate among felony offenders in the county. Funding for the alameda project is administered by alameda and includes a conditional loan of $1,190,000 from a community development financial institution and government funding from the county and the state of california. The focus of alameda's activities is to serve as the intermediary organization for the alameda project. Alameda will serve as the financial and legal intermediary, a role that primarily involves entering into agreements with the service provider, government agency, funding organization, independent evaluator, project manager, and fiscal manager; coordinating receipt and disbursement of funding from and among the involved parties; coordinating information exchange and reporting operations; and resolving any operational problems that arise in implementing the alameda project.
