In accordance with irs regulations, all members of espcs board of directors must disclose conflicts annually. No member of the espc board of directors shall vote on any matter in which the director or a member of the directors immediate family has potential conflict of interest due to having material economic involvement regarding the matter being discussed. It is, however, expected that the director participate in discussions about this relationship with espc, concerns about the matter being discussed and other related issues. When such a situation presents itself, the director must announce the potential conflict and disqualify themselves from voting. The chair of the meeting is expected to make inquiry if such conflict appears to exist and the board member has not made it known.

Espc works to ensure we all have a seat at the table in our representative democracy through empowering wyoming citizens with information, tools, and skills that better enable their participation in wyomings government, ensuring representation, honesty, and respect for the rights and freedoms of all equality state communities. A fundamental element of espc's work is to ensure citizen participation through vote wy by informing voters of important election dates, the value of their vote, and current voter and elections related laws in wyoming. Espc also assesses proposed alterations to elections related policies and offers expert guidance to decision makers, focusing on how these policies could affect wyomingites from citizen voters to those who help run secure, free, and honest state elections. Espc provides vote wyoming educational materials in both spanish and english. The chair project targets civic engagement and voter education among underrepresented, particularly hispanic and latino in 2024, communities in wyoming through community events like capital collaboration day, wyoming in action, and viva la igualdad. Espc encourages underrepresented wyomingites to participate at all levels of government, from voting in elections to conversing with lawmakers and government officiala. Espc hosts trainings such as shape wy and run wy, along with educational webinars on issues important to wyomingites through peoples review live and co-hosting programs like tax facts lunch and learn. In addition, espc compiles research and works to safeguard policies that foster trust, accountability, fair process and participation in wyomings government. Our representative democracy works best when it is inclusive of the diversity of its citizenry and strives to be responsive and accountable to those it seeks to govern equitably.

ESPC ALSO ASSESSES PROPOSED ALTERATIONS TO ELECTIONS RELATED POLICIES AND OFFERS EXPERT GUIDANCE TO DECISION MAKERS, FOCUSING ON HOW THESE POLICIES COULD AFFECT WYOMINGITES FROM CITIZEN VOTERS TO THOSE WHO HELP RUN SECURE, FREE, AND HONEST STATE ELECTIONS. ESPC PROVIDES VOTE WYOMING EDUCATIONAL MATERIALS IN BOTH SPANISH AND ENGLISH. THE CHAIR PROJECT TARGETS CIVIC ENGAGEMENT AND VOTER EDUCATION AMONG UNDERREPRESENTED, PARTICULARLY HISPANIC AND LATINO IN 2024, COMMUNITIES IN WYOMING THROUGH COMMUNITY EVENTS LIKE CAPITAL COLLABORATION DAY, WYOMING IN ACTION, AND VIVA LA IGUALDAD. ESPC ENCOURAGES UNDERREPRESENTED WYOMINGITES TO PARTICIPATE AT ALL LEVELS OF GOVERNMENT, FROM VOTING IN ELECTIONS TO CONVERSING WITH LAWMAKERS AND GOVERNMENT OFFICIALA. ESPC HOSTS TRAININGS SUCH AS SHAPE WY AND RUN WY, ALONG WITH EDUCATIONAL WEBINARS ON ISSUES IMPORTANT TO WYOMINGITES THROUGH PEOPLES REVIEW LIVE AND CO-HOSTING PROGRAMS LIKE TAX FACTS LUNCH AND LEARN.
