Form 990, Part I Line 1

The mission of black dog solutions (bds) is to provide access to specialized mental health treatment and educational skills services for individuals, technical assistance consultation for school districts and research to support these goals. If these extremely critical, clinical services cannot be accessed, bds provides access, when possible, until the individual or institution can gain access. If these extremely critical, clinical services are not accessible because the service does not yet exist in the form that the institution or individual can access, then bds works to develop the services through research and program development. This is outlined more completely in bds's bylaws, under section 2.4: section 2.4 purpose the purpose of black dog solutions is to provide access to, and coordination of, clinical as well as consultative services to parents, individuals and families; consultation, the provision, or the coordination of services and expertise in mental health to any educational service, public or private, school district, or hospital educational departments. FROM 990, PART IX, LINE 11G:

Bds expenses for clinical services paid to mindworks was $58,673. Bds has support agreements with mindworks to provide highly specialized psychoeducational and medical (psychotherapeutic) services; services which are unavailable elsewhere, for bds. That agreement was the result of arm's length negotiations with the company, whose principal is a director for bds, that included consideration and/or discussions about prior pricing, their specialized skills and knowledge, their past performance, and market value in light of the foregoing. The service rate that bds funds through partial "scholarships" for treatment services offered mindworks and neurobehavioral concepts are well within standard and acceptable billing rates for typical psychotherapy. These are negotiated arms-length arrangements, and the organization reviews alternative vendors for quality and cost to assure that it is purchasing high-quality goods and/or services at competitive prices.

IRS990/Desc0AS FOR MANY ORGANIZATIONS, 2020 WAS A YEAR THAT DEEPLY IMPACTED BDS SERVICES. THE PANDEMIC, WILDFIRES DECIMATING ENTIRE COMMUNITIES AS WELL AS A "ONCE IN A 1,000 YEARS" ICE STORM ALL NEGATIVELY IMPACTED SCHOOL OPERATIONS, THROWING SCHOOL DISTRICTS WITH WHICH BDS WAS ACTIVELY ENGAGED INTO EMERGENCY OPERATIONS. THESE EMERGENCY OPERATIONS SIGNIFICANTLY ADJUSTED THE FOCUS OF BDS FROM ASPIRATIONAL AND FUTURE ORIENTED TO BASIC AID SERVICES FOR THE MOST VULNERABLE STUDENTS AND TEACHERS. BDS PROVIDED DIRECT SERVICES TO HUNDREDS OF FAMILIES IN OREGON THAT COULD NOT ACCESS SPECIALIZED CLINICAL AND EDUCATIONAL EVALUATION AND CONSULTATION. IN 2020, THE PANDEMIC, WILDFIRES AND ICE STORM FORCED BDS TO SHIFT FOCUS FROM GROWTH, RESEARCH AND SUPPORT TO BASIC SERVICES THAT TARGETED NOVEL RESEARCH AND DEVELOPMENT, PROFESSIONAL PUBLICATION AS WELL AS PROVIDING TECHNICAL ASSISTANCE TO MULTIPLE OREGON SCHOOL DISTRICTS TO AID AND ASSIST IN THESE DISASTERS.

IRS990/ProgSrvcAccomActy2Grp/Desc0AS MENTIONED IN PART III, 4A, OREGON REMAINED IN A STATE OF EMERGENCY DURING THE SUMMER OF 2020 AND THROUGHOUT THE SCHOOL YEAR. IRS990/ProgSrvcAccomActy3Grp/Desc0THE MISSION OF BLACK DOG SOLUTIONS (BDS) IS TO PROVIDE ACCESS TO SPECIALIZED MENTAL HEALTH TREATMENT AND EDUCATIONAL SKILLS SERVICES FOR INDIVIDUALS, CONSULTATION FOR SCHOOLS AND RESEARCH TO SUPPORT THESE GOALS. AT BDS, ACCESS IS ADVOCACY THAT ENSURES THAT ALL CHILDREN HAVE EQUITABLE OPPORTUNITIES TO TAKE FULL ADVANTAGE OF THEIR EDUCATION. FOR BDS, ACCESS IS ADVOCATING FOR FAMILIES TO SCHOOLS AND/ OR INSURANCE PROVIDERS TO PROVIDE ADDITIONAL SERVICES OR REMOVE ANY ACTUAL OR POTENTIAL BARRIERS THAT MIGHT PREVENT SOME STUDENTS FROM EQUITABLE PARTICIPATION IN CERTAIN COURSES OR ACADEMIC PROGRAMS. FACTORS SUCH AS RACE, RELIGION, GENDER, SEXUAL ORIENTATION, DISABILITY, PERCEIVED INTELLECTUAL ABILITY, PAST ACADEMIC PERFORMANCE, SPECIAL-EDUCATION STATUS, ENGLISH-LANGUAGE ABILITY, AND FAMILY INCOME OR EDUCATIONAL-ATTAINMENT LEVELS-IN ADDITION TO FACTORS SUCH AS RELATIVE COMMUNITY AFFLUENCE, GEOGRAPHICAL LOCATION, OR SCHOOL FACILITIES-MAY CONTRIBUTE TO CERTAIN STUDENTS HAVING LESS "ACCESS" TO EDUCATIONAL OPPORTUNITIES THAN OTHER STUDENTS. AT BDS, ACCESS SERVICES FALL INTO TWO PRIMARY AREAS: CLINICAL ARGUMENT, AND REFERRAL. BDS PROVIDED CLINICAL ARGUMENT AND CONNECTED 22 FAMILIES WITH SERVICES THROUGH REFERRAL.OCCASIONALLY, FAMILIES FEEL THAT THEIR CHILD'S BEHAVIOR IS INADEQUATELY ASSESSED BY SCHOOL OFFICIALS OR MEDICAL INSURANCE COMPANIES AND THUS THE CHILD HAS BEEN PROVIDED FEWER RESOURCES OR SERVICES THAN THE FAMILY FEELS IS NECESSARY. CLINICAL ARGUMENT IS AN EVALUATIVE SERVICE THAT MAY PROVIDE ADDITIONAL INFORMATION OR ASSESSMENTS TO AID AND ASSIST THESE FAMILIES IN GAINING ACCESS TO THE SERVICES THEIR CHILD REQUIRES. FOLLOWING BDS'S CLINICAL ARGUMENT, SERVICES ARE FUNDED BY MEDICAL INSURANCE, SCHOOL OR THE FAMILY. REFERRAL IS A SUB-SERVICE OF ACCESS THAT PROVIDES TIMELY REFERRAL TO SERVICES THAT ARE OFTEN EITHER DIFFICULT TO ACCESS OR FOR WHICH THE WAIT WOULD BE DETRIMENTAL TO THE CHILD. FOLLOWING BDS'S REFERRAL, SERVICES ARE FUNDED BY MEDICAL INSURANCE, SCHOOL OR THE FAMILY.
