“The mission of black dog solutions (bds) is to provide access to specialized mental health treatment and educational skills services for individuals, technical assistance consultation for school districts and research to support these goals. If these extremely critical, clinical services cannot be accessed, bds provides access, when possible, until the individual or institution can gain access. If these extremely critical, clinical services are not accessible because the service does not yet exist in the form that the institution or individual can access, then bds works to develop the services through research and program development. This is outlined more completely in bds's bylaws, under section 2.4: section 2.4 purpose the purpose of black dog solutions is to provide access to, and coordination of, clinical as well as consultative services to parents, individuals and families; consultation, the provision, or the coordination of services and expertise in mental health to any educational service, public or private, school district, or hospital educational departments. Black dog solutions' mission is to bridge the educational gap between the standard provision of mental health and educational services to primary school, middle school, high school and college students; to extend that work in other communities; to raise funds to support that work; to welcome and encourage participation in black dog solutions programs; and to respect, honor and celebrate the diversity of the community. For expanding and improving the psychoeducation of young adults, children and families through instruction, discussions, lectures, seminars and development and promotion of educational achievement and mental growth and improvement; to conduct formal and informal lectures, seminars and discussions on psychological/ psychoeducational approaches and practices; to encourage and improve personal development; to foster and establish an environment of hope, dignity and a truly human existence for all people; to disseminate information to the general public; to create, establish and sponsor programs to further the practice of mental health and educational service collaboration, and service provision. To secure and mobilize the talents and energies of volunteers, professionals and skilled workers in achieving the above ends; to provide funds for individuals to attend programs through black dog solutions; to solicit, collect and otherwise raise money to further the principles of black dog solutions; to raise funds and solicit donations and grants from interested individuals, charitable, educational and scientific organizations and foundations, agencies, institutions, associations and corporations; to administer and expend such funds in furtherance of the corporate goals and purposes; and to promote the ideals and concepts of black dog solutions community by all available means and methods. The corporation may make or propose technical standards and interface with other groups or bodies developing such standards.”

“Bds expenses for clinical services paid to mindworks was $58,673. Bds has support agreements with mindworks to provide highly specialized psychoeducational and medical (psychotherapeutic) services; services which are unavailable elsewhere, for bds. That agreement was the result of arm's length negotiations with the company, whose principal is a director for bds, that included consideration and/or discussions about prior pricing, their specialized skills and knowledge, their past performance, and market value in light of the foregoing. The service rate that bds funds through partial "scholarships" for treatment services offered mindworks and neurobehavioral concepts are well within standard and acceptable billing rates for typical psychotherapy. These are negotiated arms-length arrangements, and the organization reviews alternative vendors for quality and cost to assure that it is purchasing high-quality goods and/or services at competitive prices.”
