Form 990, Part VI, Section B, line 11B

A draft Form 990 is reconciled with the audited financial statements. Both the draft Form 990 and the reconciliation are reviewed and approved by the Finance Director, Chief Operating Officer, Executive Director and the governing board Treasurer. Upon approval, the draft is submitted to the full board for their review and comments prior to filing.

Form 990, Part VI, Section B, line 12C

Annual conflict of interest reports provided by the Board of Directors and Officers are reviewed by the Chief Operating Officer. Any potential conflicts would be discussed among the Chief Operating Office, Executive Director and Board President and/or Treasurer. Transactions (if any) with Officers, Directors or Key Employees would be reviewed/monitored during weekly check runs, which are reviewed by the Finance Director and/or Executive Director. Any interested persons are required to leave the discussion and abstain from voting on the issue.

Form 990, Part VI, Section B, line 15

Jannus monitors compensation market data annually including local and national data to assure the Jannus salary structure, including the range for the Executive Director is competitive. The Executive Director's pay is reviewed by the Jannus Board of Directors based on this competitive data and performance and makes changes accordingly. Compensation decisions are based on our Jannus compensation philosophy, competitive pay ranges, budgets, performance and any additional program specific requirements.

Form 990, Part III, line 2

Starting July 1, 2016, the Victims of Crime and Assistance program, funded through the Idaho Council on Domestic Violence & Victim Assistance, helps refugee women, youth and men providing them with tools to deal with traumatic events from their past by learning about their rights, understanding the concept of victimization and normalization of their lives using alternative ways (art, drumming, knitting, yoga) in healing from trauma, learning about general physical, mental health and self-care and other community resources. Starting February 1, 2017, the Refugee Medical Assistance program, funded through the Idaho Department of Health and Welfare, supports a successful transition for new arrivals in receiving the necessary medical care. Funding allows for coordination and transportation for refugee arrivals for federally required health screening appointments. Starting June 15, 2017, the Community Health Worker Program, funded through the Idaho Department of Health and Welfare, allows referred refugee clients to be matched with Community Health Workers from the same ethnic community who assist the referred refugee clients to remove barriers hindering their successful integration in the community. Starting September 30, 2016, the Farmers Market Promotion program, funded through the U.S. Department of Agriculture, focuses on improving farmers' ability to direct market, through farmers markets and Community Supported Agriculture shares (CSAs).

Ending October 31, 2016, the Maternal, Infant, and Early Childhood Home Visiting Program, funded through the U.S. Department of Health and Human Services and passed through the Idaho Department of Health and Welfare (IDHW), identified and provided comprehensive services to improve outcomes for families who reside in at-risk communities and improve coordination of services for at-risk communities in Shoshone and Kootenai Counties in northern Idaho. Ending March 31, 2017, the Idaho Peer Support Specialist Training program, funded through IDHW, trained individuals who have a lived experience with mental illness and recovery to support the recovery of others. The program also delivered agency readiness training for agencies starting and/or sustaining their peer support programs. Ending June 30, 2016, the Idaho Certified Peer Specialist Endorsement Curriculum Development and Training program, funded through IDHW, works with Idaho peers and professionals to build and deliver endorsement trainings that enable Idaho Peer Support Specialists to serve select populations. Ending December 31, 2016, the Individual Development Account Savings Program, funded through the Office of Refugee Resettlement, encouraged self-sufficiency through education, training, and saving and provides a match of participant savings on a one to one basis. Participants worked toward meeting savings goals for home purchase, small business startups, post-secondary education and training, or vehicles when needed for employment. Ending December 31, 2016, the Practice Change Leader Program, funded through the University of Colorado Denver via the J.A. Hartford Foundation and Atlantic Philanthropies, provided leadership development to develop a practical, scalable strategy for extending HCI's practice change activities to community-based health care providers engaged in care transitions efforts, and to align these activities with those being undertaken within health systems.

Financial Statement Notes

Part IV, Line 2B:

Jannus, Inc. acted as fiduciary or trustee holding cash in separate bank accounts on behalf of clients. Jannus, Inc. was the administrator for Parallel savings accounts for the federally-funded Refugee Savings Program, which provided for a 1 to 1 match of federal dollars for participating refugees. This program ended December 31, 2016.

Part X, Line 2:

Jannus is organized as an Idaho nonprofit corporation and has been recognized by the Internal Revenue Service (IRS) as exempt from federal income taxes under Section 501(a) of the Internal Revenue Code as an organization described in Section 501(c)(3), qualifies for the charitable contributions deduction under Section 170(b)(1)(A)(vi), and has been determined not to be a private foundation under Section 509(a)(1). Jannus is annually required to file a Return of Organization Exempt from Income Tax (Form 990) with the IRS. In addition, Jannus is subject to income tax on net income that is derived from business activities that are unrelated to their exempt purposes. Jannus has determined that it is not subject to unrelated business income tax and has not filed an Exempt Organization Business Income Tax Return (Form 990-T) with the IRS.

IRS990/Desc0Mountain States Early Head Start (MSEHS) provides comprehensive health, social, and educational services for infants, toddlers, pregnant women, and their families through family-centered and community-based efforts in Kootenai, Bonner and Shoshone Counties in northern Idaho through grants from the U.S. Department of Health and Human Services (USDHHS). Services include home visits, parent/child educational playgroups, and classes such as CPR, money management, cooking, and child discipline. During the year, MSEHS served 158 children. MSEHS also provides assistance in linking families to needed community resources in areas of preventative health care, dental exams, immunizations, nutrition education, and developmental screenings. Some highlights of successes are measured with parents completing GED courses, enrolling in college, gaining employment, accomplishing family goals, and becoming a first time home buyer. Successes for infants and toddlers focus on helping them prepare to succeed in school through developing strong attachments and a secure foundation.

IRS990/ProgSrvcAccomActy3Grp/Desc0The Idaho Office for Refugees (IOR) is a program of Jannus and is responsible for administration of the State of Idaho's refugee resettlement program, overseeing the resettlement of 1,129 new refugees in Idaho during the fiscal year from 18 different countries, primarily from Democratic Republic of Congo, Iraq, Syria, and Afghanistan. The Wilson Fish Cooperative Agreement is funded by the U.S. Department of Health and Human Services to provide interim financial assistance, English language training, employment services, case management, and social adjustment services to assist refugees to become self-supporting and integrate into the United States.
