Rcr is a community development organization established to maximize opportunities for business, economic and social development. Rcr's goal is to persuasively shape policy for the rlb to create opportunities that uplift the public health, economic, housing, and social conditions of the rondo communities.

“Creating an african american cultural enterprise district reconnect rondo is building a bridge to better by creating an african american cultural enterprise district connected by a community land bridge. The rondo land bridge project aims to revitalize this district and foster an inclusive, equity-based local economy that not only restores what was lost but creates a continuous cycle of economic, social, and environmental benefits for the neighborhood and beyond. Our restorative development approach leverages principles of the circular economy, regenerative urbanism, and smart city technologies to build community wealth and well-being. This work intentionally creates traditional and alternative career paths and living-wage jobs for residents historically denied access to economic opportunity. Reconnect rondo serves as a national model and blueprint for communities similarly impacted by transportation policy. State (mn) funded technical studies - these studies advanced the project through concurrent efforts, including a restorative neighborhood area plan and an anti-displacement and community investment strategy. Restorative development final report and implementation guide completed in 2024, this guide provides a comprehensive strategic framework for cross-sector collaboration in 2025. It outlines clear steps to engage leaders across philanthropic, public, private, and community sectors, establishing roles, shared goals, and coordination strategies. Its completion enables reconnect rondo to move from planning to implementation, fostering transparency, accountability, and progress toward restorative development, community ownership, and equitable economic opportunity. Neighborhood area plan - 75% complete in partnership with the city of saint paul, reconnect rondo advanced a community-driven vision for land use, housing, mobility, and cultural preservation.
