Mission and Program Overview
Mission
In Spanish, "chispa" means "spark," which is exactly our goal: to inspire and empower Honduran students with access to books by creating school libraries through a community driven approach. We work directly with local Honduran leaders to bring students their first children's books and support the new libraries throughout the school year. We also provide an integral training with parents, teachers, and students for the best usage of the books to improve children's reading fluency and comprehension. Finally, we use local and international volunteers to help fund and support new libraries while facilitating intercultural opportunities within different Honduran and international communities.

| ReasonableCauseExplanation/ExplanationTxt | 0 | Dear IRS, Thank you for considering our petition here to explain our reasonable causes for our unfortunate late filing for our 2020 990 tax return. Here, we explain the extenuating circumstances of how this late filing escaped our attention until now, and how we are currently rectifying the situation from ever occurring again in the future. Chispa Project, our non-profit, at the time was a newly formed, volunteer-run organization. We have a board of directors in the U.S., but our volunteers and programs are entirely run in Honduras. I, Sara Brakhane, am the founder and current director of Chispa Project. I am the one responsible for reporting to the board our quarterly finance reports and filing our taxes. Covid closures in March 2020 were a shock to everyone, however, I was pregnant with my first child, stuck in Honduras facing permanent border closures, with a husband back in the U.S. Honduras was on military lockdown, only permitting persons to leave the house once every two weeks for groceries. By the time taxes were due in April, I had just managed to escape Honduras and return to my husband in the U.S. I gave birth a couple months later. This giant upheaval and trauma in my personal life left me completely vulnerable to the oversight of turning in our taxes on time. However, in my mind, I had finished these taxes, and did not think of them again. Our mailing address is a previous volunteer, and when I returned to Honduras after the birth, we did not communicate properly in me receiving any notification of the late tax notices. A couple of weeks ago, I become aware of our late filing issue when I started to file our 990-tax form for 2021. I had filed previously for an extension for Nov 2022, and felt I was in good time for filing. It is then I realized I did not have records of the 2020 filing, and I immediately begin to rectify the situation. We are doing several things to make sure this situation does not occur again: 1. We are currently working with a very diligent, volunteer accountant who is joining our board of directors. She is ensuring we are setting up the best financial records for the future that will allow us to have the checks and balances as well as policies in place for our board of directors to hold the executive director (me) accountable. She verified the numbers in this tax return, as well as help us with our 2021 tax return. 2. We just hired our first accountant in Honduras that will help us maintain on-time records, timely reporting, and make tax-filing easier. While I had sole responsibility to file taxes, this is now no longer true for both our accountant and board of directors. 3. We did a complete overhaul of our board of directors. Old board members recognized their lack of experience and organizational skills left our non-profit vulnerable and unable to properly grow. In May 2022, our new board of directors took control being voted in and vetted by old members. Our new board members have helped encourage and bring new understanding to better accounting practices. They helped set up the current accountant volunteer.
