Mission and Program Overview

Mission

Lavender rights project elevates the power, autonomy, and leadership of the black intersex & gender diverse community through intersectional legal and social services. We utilize the law as an organizing principle to affirm our civil rights and self-determination. Our organization disrupts oppressive systems that target black gender diverse and intersex communities of color and lead to disproportionate levels of poverty, housing disparities, and gender-based violence, especially among black and indigenous people.

Lavender Rights Project (LRP) protects Black life by elevating the power, autonomy, and leadership of the Black trans and gender diverse community through intersectional legal and social services. We are fighting for the right to exist without fear of state and interpersonal violence, to have control over our own bodies, and to be able to live full, long, and joyful lives. We use Black feminism to guide us as we tackle our three areas of impact-economic justice, housing justice, and gender-based violence prevention through movement building. In doing this, we place the most vulnerable members of our community-namely Black trans girls, women, femmes-at the center in order to find solutions that will bring forward collective liberation for all marginalized communities. Based in Seattle, LRP works locally and throughout the state but also has national impact through our extensive partnerships and coalitions. Our organization disrupts oppressive systems that target Black gender diverse and

Governance Explanations

Form 990, Part VI, Section B, Line 11B

A complete copy of the form is provided to the governing body prior to filing.

Form 990, Part VI, Section B, Line 12C

Upon or before hire, election, or appointment each employee and board member must provide a full written disclosure of all direct or indirect financial interests that could potentially result in a conflict of interest. Examples include employer, business, and other nonprofit affiliations, and those of family members or a significant other. This written disclosure will be kept on file and will be updated annually and as needed. Employees and board members must disclose any interests in a proposed transaction or decision that may create a conflict of interest. After disclosure, the employee or board member will not be permitted to participate in the transaction or decision. Should there be any dispute as to whether a conflict of interest exists: 1) the Executive Director shall determine whether a conflict of interest exists for an employee and shall determine the appropriate response; 2) the Board of Directors shall determine whether a conflict of interest exists for the executive director or a member of the board and shall determine the appropriate response.

Form 990, Part VI, Section B, Line 15

The Board of Directors utilized the Compensation Connections salary survey, adjusted to the median of market, and the salary was reviewed and approved by the Board of Directors. This process was last conducted in June 2023.

Form 990, Part VI, Section C, Line 19

Lavender Rights Project makes its Form 990, and Form 1023 available to the public upon request. In addition, copies of Form 990 are available on public websites such as propublica.org

In 2023, Lavender Rights Project established a Public Policy program that focuses on public policy advocacy efforts, strategic partnerships, and coalition building that creates systemic change. With a proliferation of anti-Black and anti-trans legislation recently, we work to directly influence public policies in Washington State and nationally that remove historical barriers to liberation.

IRS990/Desc0DeCrim: LRP works to end the criminalization of Black communities through legal advocacy, community power building, and targeted political action. We work to disrupt transmisogynoir everywhere by collaborating with those most impacted by violence, injustice, and discrimination. By investing in the safety of our community, LRP is fighting for the liberation of those most vulnerable. Among our key achievements in 2023 is the passage of the Shield Law, safeguarding those seeking gender-affirming care from discrimination and legal repercussions. We also successfully advocated for budget line items specifically allocated for gender-affirming healthcare, ensuring that these essential services are adequately funded and accessible to all trans community members. Through our Movement Lawyering efforts we seek to decriminalize Black communities by tracking legislative activities and plugging into partnerships that build community support through action and will provide direct legal services to select cases that align with these efforts. We are currently focusing on a campaign to end Cash Bail in the state of Washington which disproportionately impacts low-income Black people, especially Black trans people. LRP also provides legal and policy education to the communities we serve. Our "know your rights" summits and other community education workshops are designed to build grassroots movement and advocacy led by the Black trans community. The DeCrim department also works to educate legal professionals throughout Washington state. For example, this year our Lead Attorney provided training to more than 250 higher and lower court judges from the Superior and District Court system on the issues faced by our clients and our approach to creating change. Similarly, they also led a training for the Washington State Bar Association's executive body followed by a second training to approximately 2,200 WSBA general attorneys.

IRS990/MissionDesc0Lavender Rights Project elevates the power, autonomy, and leadership of the black intersex & gender diverse community through intersectional legal and social services. We utilize the law as an organizing principle to affirm our civil rights and self-determination. Our organization disrupts oppressive systems that target black gender diverse and intersex communities of color and lead to disproportionate levels of poverty, housing disparities, and gender-based violence, especially among black and indigenous people.

IRS990/ProgSrvcAccomActy2Grp/Desc0Economic Justice: LRP recognizes Economic Justice as a cornerstone of protecting all Black life and the long-term safety of Black gender diverse communities. We prioritize direct economic support and movement building as answers to legacies of workplace discrimination, harassment, and sexual violence. In 2022, LRP launched a two-year pilot Guaranteed Base Income (GBI) program to provide a small group of people at risk of houselessness with a $1,000 monthly stipend that supported immediate stabilization. We are currently evaluating the data from the pilot program and working with partners to expand GBI. In addition, LRP intends to build our Economic Justice focus to explore issues like reparations, employment, small business support, and financial education for members of our community.

IRS990/ProgSrvcAccomActy3Grp/Desc0Housing Justice: LRP's Housing Justice department is committed to equity, inclusivity, integrity, and adaptability to best serve our community. We center our Housing Justice work around education and advocacy, actively influencing policy discussions in King County and throughout Washington State, ensuring the inclusion of experiences and voices of Black gender diverse individuals. Additionally, our program conducts specialized trainings for agencies serving Black trans women and femmes. These sessions focus on fostering informed, educated, and continuously evolving staff members dedicated supporting and empowering our community. Through our Wellness Nexus, we are dedicated to enhancing holistic well-being by providing resources and referrals in the areas of physical wellness, mental wellness, and spiritual/social wellness. This program envisions a community where individuals thrive in every aspect of their lives. Open to all marginalized people, we utilize our own experience as Black trans people and specialize in services that create broad impact. Our 2023 policy advocacy contributed to the Health Through Housing initiative, which redirected $16 million in jail funds to support housing solutions that prioritize health and well-being. A portion of this funding contributed to LRP partnering with King County and Chief Seattle Club to renovate and open a 32-unit permanent housing facility in Seattle's Capitol Hill neighborhood. LRP will provide on-site services to individuals housed at the facility which will be opening early in 2025.

IRS990/ProgSrvcAccomActyOtherGrp/Desc0Public Policy: Established in 2023, LRP's Policy Department focuses on public policy advocacy efforts, strategic partnerships, and coalition building that creates systemic change. With a proliferation of anti-Black and anti-trans legislation recently, we work to directly influence public policies in Washington State and nationally that remove historical barriers to liberation. Our policy team recently hosted a national policy convening in Atlanta with Black trans policy leaders from around the country to identify shared priorities and coordinate a collective response. We are also working with Washington state partners to publish our 2025 Washington state legislative priorities. As we look ahead to 2025, we are building power by creating stability, joy, and safety for all people with a focus on the Black community, especially gender diverse people.
