Mission

The mission of the east bay foundation on aging is to improve the quality of life of the elderly through grants to nonprofit organizations in the east bay. Initial priorities include direct service, training, and capacity building grants to organizations serving elderly women, oakland residents, and/or utilizing an intergenerational approach.

Susan frohlich, monica pressley, and maria healey are employees of the san francisco foundation (tsff). Monica pressley was the cfo of the san francisco foundation through october 21, 2016. Susan frohlich was the interim cfo of the san francisco foundation from october 22, 2016 through may 14, 2017 and is controller of the san francisco foundation. Maria healey is the senior administrative manager of the program department. Jayne haldane and margaret sigurdson were also on the board of ladies home society of oakland. Ladies home society of oakland transferred its assets to east bay foundation on aging and later dissolved in december of 2009.

The public accounting firm hired to prepare the form 990 forwarded the return to the controller of the san francisco foundation (who is also currently the treasurer of east bay foundation on aging). The treasurer reviewed and confirmed all amounts with the books and records of the foundation. The form 990 was provided to the board of trustees prior to filing. The treasurer also reviewed the return with the president of the board of east bay foundation on aging prior to signing and filing the return.

Regarding compensation paid by the san francisco foundation (no compensation is paid by the east bay foundation on aging): compensation and benefits for all staff, with the exception of the ceo, are determined as part of tsff's annual budgeting and merit review process. Using competitive market data, the management team recommends benefit changes and a merit budget to the hr committee of the board. The hr committee brings final recommendations to the full board for approval. Compensation and benefits for the ceo are determined using survey data and/or the services of a compensation consultant. Competitive market data is provided to the board of trustees who make the final decision on ceo compensation and benefits. No compensation is paid by the east bay foundation on aging.

Because the east bay foundation on aging is included in a consolidated audit with tsff, the foundation utilizes the tsff audit as its own. The audit committee of tsff has oversight of the consolidated audit, which includes the east bay foundation on aging.

Financial Statement Notes

PART V, LINE 4:

Endowment funds are used to support the mission of the east bay foundation on aging.

PART X, LINE 2:

The foundation is exempt from federal income tax on related income under section 501(c)(3) of the internal revenue code (the "code") and has been classified as an organization which is not a private foundation as defined in sections 509(a)(1) and 170(b)(i)(a)(vi) of the code. In addition, the foundation is subject to tax on unrelated business income, generated by its investments. The foundation follows the guidance of fasb asc topic 740 - accounting for uncertainty in income taxes. As of june 30, 2017, management evaluated the foundation's tax positions and concluded that the foundation had maintained its tax exempt status and had taken no uncertain tax positions that require adjustment to the consolidated financial statements.

IN ADDITION, THE FOUNDATION IS SUBJECT TO TAX ON UNRELATED BUSINESS INCOME, GENERATED BY ITS INVESTMENTS. THE FOUNDATION FOLLOWS THE GUIDANCE OF FASB ASC TOPIC 740 - ACCOUNTING FOR UNCERTAINTY IN INCOME TAXES.
