Our mission is to dismantle barriers that hinder reintegration and foster systemic change that promotes justice and equity. By addressing the unique challenges faced by formerly incarcerated women and their families, True Beginnings ensures that every woman has access to the resources, support, and opportunities needed to rebuild her life and achieve long-term stability.

Policy & Procedure for 990 Filing Preparation & Documentation The Executive Director and Finance Team gather all necessary financial records, including income, expenses, donations, and grants received throughout the fiscal year. All program service accomplishments, board meeting minutes, and operational details are compiled to accurately reflect the organization?s activities and expenditures. Completion of Form 990 A professional tax consultant or accountant reviews the financial records and prepares the IRS Form 990. The form includes: Mission & Accomplishments for the year Revenue & Expense Breakdown Program Impact Statements Compensation Details for Key Personnel Governance & Compliance Disclosures Board Review & Approval Once completed, the 990 is submitted to the Board of Directors for review. The Board examines the accuracy of financial reporting and ensures alignment with organizational policies before approval. Any necessary corrections or clarifications are made before finalizing the document. Tax Filing & Submission After Board approval, the tax consultant files Form 990 with the IRS before the annual deadline. A copy is kept on file for public disclosure requirements and internal record-keeping. Post-Filing Compliance Once filed, True Beginnings ensures compliance by making the 990 available upon request, as required by law. The organization reviews financial best practices and implements strategies for sustainability and growth in the upcoming fiscal year. By following this structured process, True Beginnings ensures financial integrity, compliance with IRS regulations, and transparency to donors and stakeholders.

The Board of Directors at True Beginnings serves as the governing body responsible for oversight, strategic planning, and financial stewardship of the organization. The board ensures the mission of True Beginnings is upheld and that resources are managed effectively to support formerly incarcerated women and their families. Governing Officers: President ? Leads the board, presides over meetings, provides guidance on strategic initiatives, and ensures compliance with bylaws and regulations. Secretary ? Maintains official records, documents board decisions, and ensures transparency in all governance matters. Treasurer ? Oversees financial management, ensures fiscal responsibility, prepares financial reports, and monitors budgeting and grant funding allocations. Executive Director ? Serves as the operational leader, managing day-to-day activities, implementing board policies, and ensuring program success and community impact. Board Members: Members who do not hold officer positions but possess voting rights and assist in key decision-making processes. Participate in policy development, governance discussions, and strategic planning to guide the future of the organization. Elect governing members (President, Secretary, Treasurer) and provide oversight to the Executive Director to ensure alignment with True Beginnings? mission and goals. Together, the board fosters accountability, sustainability, and advocacy, ensuring True Beginnings remains a trusted and impactful organization in the community.

Part VI Line 12C

Conflict of Interest Policy True Beginnings is committed to maintaining the highest standards of integrity and transparency in all organizational operations. All board members, officers, staff, and key volunteers must disclose any actual or potential conflicts of interest that may affect their ability to act in the best interest of the organization. Disclosure Requirement ? Any individual with a personal, financial, or professional interest that could interfere with their duties at True Beginnings must disclose the conflict to the Board of Directors in writing. Board Review ? The board will review all disclosures and determine the appropriate course of action to ensure fairness and compliance with nonprofit regulations. Abstention from Decision-Making ? Any individual with a conflict must recuse themselves from discussions and votes related to the matter in question. Annual Compliance Review ? All board members and officers must complete an annual conflict of interest disclosure form to maintain compliance. Reporting Violations ? Any concerns regarding a failure to disclose or unethical conduct must be reported to the Executive Director or Board President. If the conflict involves either, the matter will be escalated to the full board for resolution. Failure to disclose conflicts of interest or comply with this policy may result in disciplinary action, including removal from the board or organization.
