Mission

The mission of Animal Folks is to protect animals by modernizing the animal law enforcement system in Minnesota through systemic change. This means conducting research on animal cruelty cases, filing cruelty complaints and working with others to provide the resources necessary to help authorities effectively enforce animal anti-cruelty laws.

GOAL: To foster professionalism and competency by providing training, resources, and support to Minnesota authorities responsible for the enforcement of animal law. 2020 Strategies and Actions * Animal Cruelty Training for Veterinarians - For the sixth year, Animal Folks partnered with the Minnesota Veterinary Medical Association (MVMA) to host a training session at the MVMA annual meeting in February on how to identify, document and report animal cruelty. This was a full day session and a one-hour session the following day. * Animal Cruelty Training for Veterinary Students - Animal Folks partnered with the University of Minnesota to develop and present curriculum for veterinary students on reporting animal cruelty; first session was October. Teaching sessions ongoing throughout senior rotation and into future years. * Law Enforcement Policy - Animal Folks collaborated with multiple experts in law enforcement and prosecution to develop a model animal cruelty policy for use by law enforcement in Minnesota. Model policy was submitted to the MN Police Chief Association and MN Sheriffs Association for approval. * Animal Folks wrote a judicial chapter on animal cruelty for the MN Judicial benchbook for use by all judges and prosecutors. Final draft was submitted to the MN CLE in December 2020.$0$29,441
GOAL: To research animal cruelty cases and issues pertaining to crimes against animals and provide credible Minnesota-specific data to the public, agencies, and organizations upon request. 2020 Strategies and Actions * COVID - 2020 was all about COVID; Animal Folks developed and posted a Pet Care Plan, providing steps for what a person with pets should do if they get COVID. AF also researched and prepared a "COVID" booklet about animal resources, handling, and care for law enforcement agencies. * Animal Cruelty Databank - Animal Folks compiles and codes animal cruelty cases (convictions) statewide; ongoing project. Dismissed cases were added to be coded (i.e, abuser was still charged but convicted of a related crime). * Animal Imports and Exports: Animal Folks collects and codes Certificates of Veterinary Inspection (CVIs) from other states to document the breeder-pet store link; ongoing project. * Data Requests (federal): Animal Folks submits data requests to the USDA-FOIA for information related to licensing violations of the Animal Welfare Act; ongoing project. * Various animal-related topics and issues are researched for use on the website, emails, and social media; ongoing project.$0$23,552
GOAL: To lead and support state and local legislative efforts, including crafting of humane laws, lobbying, and advocacy, that protects animals and lays a foundation for systemic reform. 2020 Strategies and Actions * Companion Animal Board bill - As the MN Legislature works on a biennium, Animal Folks continued its efforts to get the Companion Animal Board (CAB) bill passed into law. We conducted direct and grassroots lobbying, gathered additional members for the coalition, set up campaigns such as a sign-the-petition and tell-your-story, and other actions. Bill was heard and passed through one House committee. COVID impacted and slowed all bills; CAB bill was carried over into the 2021-2022 legislative session. * Tracking of state bills - Animal Folks tracked and posted bills introduced at the MN Legislature related to animal issues. This information and status of each bill is posted on the Animal Folks website.$0$12,295
GOAL: To investigate and report suspected or known animal cruelty (or related crimes against animals) and provide input to criminal and civil cases throughout the legal process. 2020 Strategies and Actions * Filing of Animal Cruelty Complaints - Animal Folks continued to file complaints against a chinchilla breeder in southern Minnesota for suspected animal cruelty; data submitted to the local sheriff and county attorney. * Animal Folks attended a hearing for animal cruelty case in Washington county; interactions with prosecutor as well as owner of dog (dog was killed). AF submitted a community victim impact statement. Data to be used for animal cruelty training. * Fulfill Requests - Animal Folks provided assistance to multiple Minnesotans who requested help in filing animal cruelty complaints or consumer protection complaints when purchasing a sickly animal; ongoing.$0$7,360
GOAL: To educate the public on animal law and cruelty issues and enhance communication and cooperation between various stakeholders involved in the enforcement of animal law. 2020 Strategies and Actions * Outreach - For the third year, Animal Folks presented at the 2020 Conference on Crime and Victimization hosted by the Office of Justice (OJP); conference was online. Presentation was about animal cruelty and the link to violence against humans; audience was primarily social workers and victim advocates. * Community Events and Outreach - Due to COVID, in-person events were stopped. Animal Folks attended multiple online conferences and webinars on animal law and criminal justice. To promote animal protection efforts, Animal Folks regularly posted information and updates on our website, through emails to our database, and on Facebook, including a puppy mill awareness campaign.$0$6,992
