Tulsa Hub Syndicate is a syndicate of volunteers on a mission to change lives through cycling. It is the only non-profit organization in Oklahoma providing certified bicycling-for-transportation education, refurbished bicycles, safety gear, and follow-up support to people in poverty, people with physical and mental disabilities, and people who are otherwise disenfranchised in our community.

The Organization amended its bylaws to more completely define the roles and responsibilities of officers and the Board of Trustees.

A copy of the 990 was provided to each member of the governing body by email with an opportunity for each member to respond with any corrections/changes.

Conflict of interest statements are executed annually and reviewed by the Board President and CEO/Executive Director for any possible, potential, or perceived conflict.

Form 990, Part VI, Line 15A: Compensation Review & Approval Process - CEO, Top Management

Salary surveys were conducted on both a local and statewide basis through the Oklahoma Center for Nonprofits. The compensation level was then determined and approved by the Board's HR Committee. Annual performance appraisals are performed by the Board and compensation is adjusted accordingly if needed.

In conjunction with an audit of the organization's financial statements, the accounting method used for Form 990 was changed from cash to accrual.

Financial Statement Notes

Part X : FIN48 Footnote

The Organization is exempt from income tax under Section 501(c)(3) of the Internal Revenue Code; accordingly, no provision for income tax is included in the accompanying financial statements. The Organization is required to file annual information returns in both the federal and Oklahoma jurisdictions. Management evaluates its uncertain tax positions, if any, on a continual basis through review of their policies and procedures, review of their regular tax filings and discussions with outside experts. Federal and state exempt organization returns for the past three years are subject to examination by taxing authorities.

After completing required classes covering safety, traffic laws, and maintenance, program participants are eligible to receive a refurbished bicycle. During 2018, 266 individuals received a refurbished bicycle. Recipients have reported using these refurbished bicycles to obtain employment, go back to school, run errands, and otherwise make moves toward improved self-reliance.
