The protocol is a process-based framework and certification standard designed to create equitable, resilient, sustainable neighborhoods and districts for all. The protocol implementation model sets the conditions for sustainable, scalable outcomes directly tied to the specific needs of the neighborhood or district they are designed to serve. The model is also a framework for sustained accountability, monitoring, evaluation, and clarification of shared values for community benefit. This new operating system for urban regeneration has been guided by the collective impact framework, developed as an approach to solve complex and seemingly intractable problems. The five key conditions for large scale social change as defined by collective impact have directly informed the design of the protocol, which promotes a) a common agenda, b) shared measurement, c) mutually reinforcing activities, d) continuous communication, and e) backbone support. Our work on the protocol has been more than five years in the making, involving research and development, multiple pilot projects, and substantial input and guidance from hundreds of leading urban thinkers around the world.each step of the ecodistricts approach is built around an interrelated set of environmental, economic, and social performance areas: equity, health and wellbeing, energy, water, identity, access and mobility, habitat and ecosystem function, and materials management. The protocol is informed by rigorous research performed by academic partners. The development of the protocol is overseen by an advisory committee of 57 experts in each of the performance areas noted above.”
