Governance Explanations

Form 990, Part VI, Section B, line 11

The Board of Directors receives a copy of the tax return and any questions regarding the return are directed to the CPA who prepares the return. All questions are answered prior to filing Form 990.

Form 990, Part VI, Section B, line 12C

The conflict of interest policy is provided to all board members annually. The board members are required to complete and sign the form annually. The conflict of interest form asks the board members to list all of their relevant organizational and personal affiliations. The board then discusses whether different situations give rise to the level of creating a conflict of interest which would require recusal of board members from discussions or decisions as per the conflict of interest policy.

Form 990, Part VI, Section B, line 15

The executive director's compensation is reviewed and adjusted by the Board of Directors. Before determining any salary adjustment the board considers experience with the organization, background and other professional experience. The board also utilized salary surveys to obtain the median salaries for education nonprofit executive directors in the area and nationally and reviewed various other nonprofit organization's compensation via various websites available.

IRS990/Desc0Pre-K- Mississippi First (MSF) has partnered with MDE to support the implementation of the pre-K law. - MSF continued to provide resources on the 1:1 state tax credit included in the bill to incentivize business/community support of pre-K collaboratives. The resources were sent to accountants across the state.- MSF partnered with Mississippi Public Broadcasting (MPB) to begin production on a video that explains the successes of public pre-K. - Collected data for the second "State of Pre-K Report."- NIEER ranked Mississippi's pre-K law in top 5 for standards; this was based on our recommendations when the law was written. - MSF successfully lobbied to increase funding for state-funded pre-K.Charter Schools:- MSF met with different legislators to educate them about what charter schools are and what they will mean for the Mississippi education system.- MSF serves as the fiscal sponsor for the Mississippi Charter Schools Association (MCSA), which supports charter school applicants as well as approved charter schools. MCSA recently received its 501c3 status and is preparing to spin off.- MSF successfully lobbied for changes to the charter school laws, including requiring charter schools meet or exceed graduation requirements set by the State Board of Education, making teachers eligible for PERS if they work in a charter school, giving teachers 3 years to earn state certification as long as no more than 25% of a charter school's teachers are not certified, granting conversion charter schools a right to lease or buy their facilities, and allowing students in C, D, or F districts to cross district lines to attend a charter school.- MSF published "Keeping the Promise: Strengthening Mississippi's Charter Schools Act of 2013."- Fielded questions from individuals interested in opening charter schools in Mississippi.- Hired two contractors to assist with increasing the charter school network in MS.- Released op eds and met with the media to discuss the role charter schools play in education in Mississippi.- Worked with school choice advocates to host an event at the Capitol during School Choice Week.- MSF released the 2nd "Keeping the Promise: Charter School Brief."- The first charter schools in Mississippi's history opened their doors. Mississippi College and Career Ready Standards and Testing:- MSF provided resources and advocacy tools for members of the public to take action and support the implementation of the state standards in Mississippi.- MSF organized teachers around the need for high-quality educational standards, created a document that was then submitted to the standards review committee. All changes produced by the teachers organized by MSF were adopted. - MSF hosted a Teacher Talk at the Capitol with selected legislators about the Mississippi educational standards and their role during the legislative session. - MSF continued to work with the Educator Leadership Council in order to build a network of teachers who support the standards.- MSF successfully lobbied for the standards to remain the same.- Worked with selected school districts to complete a testing audit to gain an understanding of what testing looks like across districts.Sex Ed and Teen Health:- MSF launched the 2nd year of the Mississippi Youth Council in partnership with Advocates for Youth. A student council made up of 10 students from around Mississippi, the Council raises awareness among youth about the need for STI and pregnancy prevention efforts for themselves and other young people in Mississippi and advocates for comprehensive sex education in Mississippi public schools and other policy priorities.- MSF received a CDC grant that allowed expansion of teen health work. An office was opened Clarksdale, MS, and will serve Coahoma, Tunica, and Quitman County. In June, MSF had a formal celebration of the launch of Focus 4 Teens and a new program coordinator and two contractors to oversee the project were hired.- MSF continued to work with the Youth Advisory Co
