Governance Explanations

Form 990, Part VI, Section B, Line 11B

Form 990 is reveiewed by the ceo and then by the audit committee. Upon their approval the form is emailed to all members of the board with the request for review by a certain deadline. Any questions arising during this review process are resolved prior to filing of the form. If no comments are received by the specified deadline it's assumed that no changes need to be made and the form is filed. The approval of form 990 is then documented in the minutes.

Form 990, Part VI, Section B, Line 12C

A copy of the conflict of interest policy is distributed to the board annually and the beginning of the calendar year. Board members are required to return the signed acknowledgement to the ceo. Annual conflict of interest acknowledgements are stored at the organization's office location.

Form 990, Part VI, Section B, Line 15

The board has adopted a compensation review policy to facilitate its compliance with california and federal law relating to compensation of senior management. The organization subscribes to an annual nonprofit salary survey guide. This guide is forwarded to the either the chair of the board or a board member who has the appropriate human resources experience to evaluate the comparable market-based compensation data for the ceo, the head of finance and any other persons who are considered "key employees" for the purposes of form 990 reporting. The board approves the compensation for these individuals after reviewing the comparability data and documents how it reached its decisions, including the data on which it relied, in accordance with the compensation review policy.

The endowment was established to assist the organization with operations and capital expenditures as needs arise.

PART X, LINE 2:

The organization is exempt from federal income taxes under section 501(c)(3) of the internal revenue code and state franchise taxes under section 23701d of the california revenue and taxation code. The organization uses the "more likely than not" criterion for recognizing the income tax benefit of its income tax exempt status and establishing measurement criteria for liabilities resulting from the loss of that status. The organization believes its income tax filing positions will be sustained upon examination and, accordingly, has not recorded any accruals for interest and penalties at june 30, 2022 for uncertain income tax positions. In the event the organization should need to recognize interest and penalties related to unrecognized tax liabilities, this amount will be recorded as an accrued liability and an increase to income tax expense. Although the organization is recognized as tax exempt, it is still liable for income tax on its unrelated business taxable income (ubti). The organization does not believe it has ubti that would have resulted in an income tax liability at june 30, 2022 or 2021. TITLE-1 SCHOOLS ARE THOSE SCHOOLS WITH A HIGH PERCENTAGE OF STUDENTS RECEIVING FREE OR REDUCED LUNCH AND ARE TYPICALLY UNDERSERVED AND UNDERFUNDED. DEVELOPING OVER 120 FREE STEAM LEARNING ACTIVITY SHEETS WITH OVER 10,000 DOWNLOADS TO DATE. THESE SHEETS LEAD FAMILIES IN ENGAGING HANDS-ON LESSONS THAT USE COMMON HOUSEHOLD ITEMS. DEVELOPING VIRTUAL PROFESSIONAL DEVELOPMENT WORKSHOPS TO HELP EDUCATORS INCORPORATE HANDS-ON LEARNING IN THE DIGITAL CLASSROOM. OPEN MEMBERSHIP TO ALL SO OUR AFFORDABLE RESOURCES ARE ACCESSIBLE TO AS MANY PEOPLE AS POSSIBLE. EFFECTIVE LAST YEAR, ALL PARENTS, EDUCATORS, ADMINISTRATORS, AND EVERYONE HELPING EDUCATE IN THE TIMES OF DISTANCE LEARNING ARE ELIGIBLE FOR A RAFT MEMBERSHIP. VIRTUAL RAFT MAKER NIGHTS. THESE EVENTS WELCOMED EDUCATORS, STUDENTS AND THEIR FAMILIES TO ENGAGE IN COMMUNITY BY BUILDING A RAFT STEAM PROJECT KIT TOGETHER AND CONNECT IN DISCUSSION ABOUT FUN, STEAM ELEMENTS TAUGHT THROUGH THE ACTIVITY AND FUN VIDEOS. ENGINEERING DESIGN CHALLENGES. TO HELP STUDENTS STAY ENGAGED AND CREATIVE, RAFT STAFF CREATED ENGINEERING DESIGN CHALLENGES. THESE CHALLENGES PROPOSE A FUN CHALLENGE, SUCH AS CATCHING A LEPRECHAUN, AND STUDENTS USE HOUSEHOLD ITEMS AND THEIR CREATIVITY TO SOLVE THE CHALLENGE. MAKERSPACE BUILDS AND MAKER MOBILE VISITS TO SCHOOLS. RAFT VISITS SCHOOLS TO HOST MAKERSPACE BUILDS AND THE RAFT MAKER MOBILE BRINGS MATERIALS TO SCHOOL TO HOST ENGAGING, HANDS-ON ACTIVITIES. AFTER THESE EVENTS, STUDENTS REPORT ENJOYING THE ACTIVITIES AND FEEL CONFIDENT WITH THEIR WORK. SINCE JUNE 2020, 1,417 VOLUNTEERS HAVE CONTRIBUTED 4,251 HOURS TO ENSURE OUR RESOURCES ARE AVAILABLE TO OUR LOCAL EDUCATORS AND STUDENTS DURING A CHALLENGING TIME.

OUR WEBSITE AND ONLINE STORE OFFER 24/7 ACCESS TO THE EDUCATIONAL RESOURCES AND RAFT EXPANDED OUR ONLINE STORE AND OFFERED CURBSIDE PICK-UP AND DELIVERY OPTIONS. IN 2020, RAFT OPENED OUR MEMBERSHIP TO PARENTS AND GUARDIANS TO SUPPORT THEM IN DISTANCE LEARNING. RAFT DEVELOPED OVER 120 NEW, FREE LEARNING ACTIVITIES AVAILABLE ONLINE TO GUIDE STUDENTS THROUGH HANDS-ON LEARNING AT HOME USING COMMON HOUSEHOLD MATERIALS WITHOUT THE NEED TO PURCHASE ADDITIONAL MATERIALS. RAFT EXPANDED OUR VIRTUAL PROFESSIONAL DEVELOPMENT OFFERINGS AND DEVELOPED ASYNCHRONOUS LEARNING ACTIVITIES FOR EDUCATORS TO SUPPORT DISTANCE LEARNING. SINCE JUNE 2020, 1,417 VOLUNTEERS HAVE CONTRIBUTED 4,251 HOURS TO ENSURE OUR RESOURCES ARE AVAILABLE TO OUR LOCAL EDUCATORS AND STUDENTS DURING A CHALLENGING TIME.THIS PAST FISCAL YEAR, RAFT CONTINUED TO SUPPORT EDUCATORS AND THEIR STUDENTS THROUGH DISTANCE LEARNING AND AS THEY SLOWLY RETURNED TO THE IN-PERSON CLASSROOM. MEMBERS CAN ALSO BUY THEM IN BULK TO CREATE THEIR OWN LEARNING MATERIALS. SINCE BEING FOUNDED IN 1994, RAFT HAS RECEIVED OVER 3 MILLION CUBIC FEET OF DONATED MATERIALS. RAFT ADDRESSED EDUCATORS' NEEDS AND PROVIDED EDUCATIONAL MATERIAL THAT FULFILLS NECESSARY STANDARDS TO PREPARE STUDENTS FOR FUTURE CAREERS.
