Mission

The institute promotes public policies that enhance americans' opportunities to pursue and achieve high-quality education and training beyond high school. The institute prepares action-oriented analyses of pressing policy issues facing the states and the nation regarding opportunity and achievement in higher education including two and four-year, public and private, for-profit and nonprofit institutions. The institute communicates performance results and key findings to the public, to civic, business and higher education policy.

Program Services

Policy Analysis - As a resource for policy development the Institute conducts independent research and analyses of pressing policy issues facing the states and the nation regarding opportunity and achievement in higher education. It provides results of research, analysis and studies of current polices of higher education to the general public identifying key issues.$0$70,691
Communications - As a catalyst for improving public policy the Institute communicates performance results and key findings to the public, to civic, business, and higher education leaders, and to public officials who are poised to improve public policies regarding higher education. These communications promote discussion and provide alternatives for achieving optimal organization and operation of higher education. During the year ended June 30, 2016, the Institute collaborated with the Southern Regional Educational Board in the Commission on College Affodability in the South meetings and susequent report. The Commission and the report prepared by Institute staff recommended that states review affordability policies for capacity to make postsecondary education more afforadable for students and families.$0$6,195

IRS990ScheduleA/FactsAndCircumstancesTestTxt0The Institute did not pass section 509 (a)(1) Public Support test for both tax years 07/01/16 - 06/30/17 and 07/01/15 - 06/30/16. However, Total governmental and public support normally received by the Organization is at least 10% of the total support for fiscal year 07/01/15- 06/30/2016( 2015 990 Sch A Part II, Section C, line 14). The organization plans to cease operations in June 2018. However, its program is still to benefit the general public. One large source of the support was a bequest from a Trust, which was initially to be used for Award purpose and HEI acted as fiscal agent of the funds. In fiscal year 2014-2015, the award account was closed and all funds were released for HEI's program service. Because of this one single large grant, the public support test was not satisfied. According to these "Facts and Circumstances", the Organization still qualifies as publicly supported organization.
