Governance Explanations

Form 990, Part VI, Section A, Line 2

Billie Jean Harris and James P Fagan are brother and sister. Each has their own household and votes independently. Charles and Karen Streater are husband and wife. Living together they each have their own ideas regarding our organization and vote independently.

Form 990, Part VI, Section A, Line 6

Members are the athletes and volunteers, as described in the By-Laws.

Form 990, Part VI, Section A, Line 7B

The organization cannot be dissolved nor the mission changed without consent of the members (athletes and volunteers).

Form 990, Part VI, Section B, Line 11B

Prior to submission, all members of the Board of Directors receive a copy of the complete 990 along with the spreadsheet and word document used to complete these forms. They are given two weeks to review, respond, and make corrections. At the close of that period, the President then signs the corrected document submitting it on-line as requested by the IRS.

Form 990, Part VI, Section B, Line 12C

All board members sign the conflict of Interest Policy at the annual meeting.

Form 990, Part VI, Section C, Line 19

Our governing documents and financial statements are on our GuideStar/Candid page. Governing documents, conflict of interest policy, and financial statements are also always available upon request directly from our President.

Form 990, Part VII, Section A, Line 1A

Board terms end with the close of the annual meeting. Ashleigh Macaluso effectively stepped down in October as she moved a significant distance away and requested her removal. As with all others she received no compensation and is therefore not listed on Line 1a.

Form 990, Part VII, Section A, Line 5

All officers and directors serve voluntarily. NO one in Dream Catcher Stables organization receives compensation. We truly ARE an all volunteer public charity.

Additional Explanations

Form 990, Part I, Line 19

Year 2020 shows larger expenses than income due to capital funds acquired in 2018 and held in savings until spent in 2020, In 2020 due to Covid challenges we did have major donors unable to deliver their normal donations. to combat that challenge we minimized expenses as much as possible and worked to re-engage our major donors for 2021 and beyond. In 2021 a major donor stepped forward to make an in-kind donation of lumber for our horses stalls in essence doubling their donation of the prior year. Additionally donors stepped forward to provide a needed horse and horse trailer. These in-kind donations were responsible for our return to positive income flow.

Form 990, Part IX, Line 16

$18,637 of the amount listed on Line 16 C is cash and in-kind amounts expended to construct our facility. On our financials this amount is listed under Fundraising and Development but on the 990 it belongs under management and general expenses.

Form 990, Part IX, Line 17

Travel amount is monies paid for diesel to operate out trucks and tractor.

Form 990, Part IX, Line 22

We do not depreciate our assets annually, only when they are no longer in use and no longer retained. The reason is that our assets generally appreciate in value.

Form 990, Part XI, Line 9

Due to rounding to whole dollars Part X line 32 B and Part XI line 10 do not match without this adjustment. It stems from Actual numbers Part XI Line 1 being 68388.00, Line 2 being 50106.74, thus making Line 3 18281.26 when added ti 361663.89 becoming 379945.15

Financial Statement Notes

Schedule D, Part VI, Line 1A

We hold a grazing license ($264 per year) on land owned by others and thus have no asset here.

Schedule D, Part VI, Line 1B

Schedule D, Part VI, Line 1C

Part VI shows no depreciation. Our assets actually appreciate in value so we choose to deduct the donated/purchased value of the asset when it is removed from service. Leasehold improvements consist of 1800 feet of vinyl fencing which is owned by us and is portable.

Schedule D, Part VI, Line 1D

Part VI shows no depreciation. Our assets actually appreciate in value so we choose to deduct the donated/purchased value of the asset when it is removed from service. IRS990/Desc0Teaching people with disabilities to ride and care for horses and preparing them for the Top Hands Horse Show experience. A team of 16 riders participated in the Top Hands Horse Show (HLSR) earning 1 first, 7 second, 6 third, 10 fourth, 9 fifth, 9 sixth, and 2 participation awards. Families took pride in these accomplishments, relaxed, and enjoyed being part of an accepting community as well as encouraging further education with potential employment goals. Covid challenges limited contact between families socially. Ten all-weather horse stalls were built and put in use on September 8. The horses and the volunteer feed team truly appreciated the facility upgrade. Twenty-eight of our 46 athletes had noticeable positive changes from the 329 lessons taught. the other athletes maintained their capabilities and behaviors. Most notable this year is one of our athletes who has been with us since elementary school. Coming originally to have a competitive "team" and social experience - no one else would accept him because of his behaviors, today he is graduating from high school in the top 8% of his class with credits toward his college education. Wanting to be a marine biologist but unable to attain that career because of his disability his goal now is in the IT world. His desire to be a volunteer, leadership capabilities, and consistent positive performance earned him a nomination for the Yes I Can Award. We added limited weekday programming for 2 atheltes and one school class working toward life employment goals.

IRS990/ProgSrvcAccomActy2Grp/Desc0A total of 8109 volunteers gave 3,375 hours to produce our program and care for our horses and facility. This does not include administrative hours not the actual construction of the horse stalls. Sixteen key volunteers contributed 2,602 of the program hours and four of our board members accounted for 1.504 of those same hours. This year we gained a retired Navel E7 who was searching for a way to give back and also reconnect with her 14 year old daughter. Dream Catcher stables provided a place they could both be comfortable, enjoy the great outdoors, and begin to reconnect. The daughter began to understand that those Navy years had value for her in the ability to be flexible as well as learning more about life and people. The mother founder her "quiet place" where she could process the images and thoughts from her 20 year career. Watching them go from a semi-hostile connection to a relaxed mother-daughter relationship was both amazing and rewarding and simply the result of interacting with our horses, athletes and other volunteers.

IRS990/ProgSrvcAccomActy3Grp/Desc0Our facility is in Harris County on land owned by the City of Houston and Bush Intercontinental Airport. Covid mandates limited our ability to operate the adjudicated youth program for the second year in a row. However 3 youth were able to assist with facility maintenance satisfying 25 hours of community service.
