| IRS990/Desc | 0 | The Harris County Domestic Violence Coordinating Council began the work of the Community Safety Assessment by forming an expert team of professionals who represent each of the systems that serve victims of domestic violence in Harris County. The team of experts includes the Harris County District Attorney's Office, the Harris County Sheriff's Office, Houston Police Department, Pasadena Police Department, Texas Woman's University, Memorial Hermann Health System, Harris Health System, Aid to Victims of Domestic Abuse, The Bridge, Bay Area Turning Point, Houston Area Womens Center, Family Time, Shalom Bayit, and others. This team began the work of assessing law enforcement in the county to determine how law enforcement responds in ways that enhance or diminish victim safety and offender accountability. We have made recommendations for improvement and work groups have formed to carry out the plan. We have trained all the officers within the Pasadena Police Department and have trained the Investigators with the Harris County Sheriffs Office. We have developed and Investigators Alliance that meets quarterly to share information and best practices. Each year in Harris County there are approximately 40,000 calls from domestic violence victims to law enforcement. Our work is making a difference in the lives of these families by improving the response and increasing access to safety and resources. The group is now working to improve the protective order process in the county. |

| IRS990ScheduleA/FactsAndCircumstancesTestTxt | 0 | Part II, Line 17a--Harris County Domestic Violence Coordinating Council submits that throughout its existence to date and in the future, it satisfies the Regulations 1.170A-9(e)(3) as follows:(i) Ten Percent Test: Harris County Domestic Violence Coordinating Council has historically and normally can be expected in the future to receive well over 10% of its total support from the general public.(ii) Attraction of Public Support: Harris County Domestic Violence Coordinating Councilworks to coordinate services to prevent domestic violence. The agency has entered into cooperative working agreements with the Houston Police Department, Pasadena Police Department, and the Harris County Sheriffs Office. The agency is working to secure a collaborative grant applicationfor our work on the Death Review Team. We will be the recipient of a grant funding from the Governors Office for the 2014-2015 year in the amount of $34,200. The agency is actively pursuing government and local grant opportunities to continue the work of the organization. We are also working to secure support from the public through fundraising efforts and plan 2 fundraising events for 2014 with a goal to bring in $50,000. Through our efforts, we expect Harris County Domestic Violence Coordinating Councils percentage of public support to rise well above 50% by the year 2016. (iii) Percentage of Financial Support: Harris County Domestic Violence Coordinating Councilreceived about 31% of its total support from public sources in the past five years. (iv) Sources of Support:Harris County Domestic Violence Coordinating Council expects to receive its support from a large and representative number of persons, rather than receiving almost all of its support from a small group of persons. The agency is actively involved in grant writing, seeking support from various foundations, and will hold its first public fundraising activites in 2014. The agency has recruited board members to serve on a fund development committee and this committee began work in September of 2013.(v) Representative Governing Body: Harris County Domestic Violence Coordinating Councils governing body is composed of 21 civic and business leaders,none of whom are related to each other. The governing bodys membership is comprised of experts in the domestic violence field and members who have leadership roles within the community. The board is actively recruiting membership and seeks to obtain members from the business and philanthropic communities. (vi) Availability of Facilities or Services and Public Participation: Harris County Domestic Violence Coordinating Councils activities will benefit the Houston metropolitan area and serve its citizens. The agency is the only agency of its kind that is working to unify the response and service delivery system for victims of domestic violence in Harris County. The agency was developed by community leaders who believed that the lack of formal collaborative relationships among providers and responders presented further complications for victims of domestic violence to find quick and easy access to safe services. The agency is focused on streamlining services to increase safety for victims of domestic violence, as well as to form community collaborations that reduce and prevent domestic violence in Harris County. To date, the agency has improved system responses with law enforcement and the protective order process. Because of the work that HCDVCC is doing, relationships among service providers and law enforcement are improving, and this directly impacts victims access to services, safety and justice in our community.CONCLUSION: Harris County Domestic Violence Coordinating Council believes it qualifies as a publicly supported charity described in IRC 509(a)(1) pursuant to the facts and circumstances test found in Treasury Regulation 1.170A-9(e)(3).
