IN PARALLEL, WE SURVEYED THE GENERAL PUBLIC IN INDIA, PERU AND TURKEY ABOUT WHAT MESSAGES THEY HEAR AND WOULD FOLLOW.WE COMMISSIONED RESEARCH PAPERS FROM EXPERTS ON:- MESSAGES USED TO TRAIN PEOPLE ABOUT EARTHQUAKE RESPONSE- HUMAN BEHAVIOR DURING EARTHQUAKES- HOW PEOPLE ARE KILLED AND SEVERELY INJURED BY BUILDING DAMAGE- BEHAVIOR OF DIFFERENT BUILDING TYPES IN EARTHQUAKES- SEISMOLOGY CONSIDERATIONS SUCH AS INTENSITY OF SHAKINGGHI PUBLISHED A DOCUMENT THAT OUTLINES A LOCAL PROCESS AND LOCAL FACTORS TO CONSIDER WHEN DEVELOPING PROTECTIVE ACTIONS MESSAGES. WE ALSO PUBLISHED A SUPPLEMENT THAT CONTAINS RESEARCH PAPERS AND FINDINGS. BOTH PUBLICATIONS REFLECT EXPERT CONSENSUS, AND THE RECOMMENDATIONS ARE BASED ON EVIDENCE. MAJOR POPULATION CENTERS HAVE HIGH LEVELS OF EARTHQUAKE HAZARD, INCLUDING PORT-AU-PRINCE, CAP HAITIEN AND PORT-DE-PAIX IN HAITI, AND SANTIAGO IN THE DOMINICAN REPUBLIC.INDIVIDUAL FAMILIES AND THE ORGANIZATIONS AND GOVERNMENT AGENCIES WORKING TO BUILD RESILIENT COMMUNITIES OFTEN LACK DETAILED, PRACTICAL, SCIENCE-BASED GUIDANCE ABOUT HOW TO REDUCE EARTHQUAKE RISK. AFTER THE MOST FATAL LANDSLIDE IN MORE THAN A DECADE (MAY 2015), GHI HELPED FORM THE LANDSLIDE POLICY COMMITTEE FOR AIZAWL CITY, SUPPORTED A NEW LANDSLIDE ACTION PLAN (ROADMAP TO STABILITY), AND DRAFTED REGULATIONS FOR SITE DEVELOPMENT. GHI'S ROLE FOR THE LANDSLIDE ACTION PLAN IS TO:- HELP AIZAWL IMPLEMENT HIGH-PRIORITY RECOMMENDATIONS SUCH AS DEVELOPMENT CONTROLS AND BUILD LOCAL TECHNICAL CAPACITY.- DEVELOP LANDSLIDE HAZARD MAPS TO BE USED FOR SAFE LAND PARCEL ALLOCATION, HOUSING CONSTRUCTION, AND INFRASTRUCTURE.- BUILD SKILLS AMONG LOCAL GEOLOGISTS AS THEY WORK WITH MAPPING EXPERTS.- TRAIN LOCAL GEOLOGISTS IN ENGINEERING GEOLOGY, SO THAT THEY CAN INVESTIGATE LANDSLIDE HAZARDS AT DEVELOPMENT SITES, INSPECT CONSTRUCTION EXCAVATIONS, AND MONITOR INCIPIENT LAND SLIDING.- HOLD A GEOLOGY FIELD SCHOOL TO TEACH TECHNIQUES NEEDED FOR LANDSLIDE HAZARD MAPPING AND ENGINEERING GEOLOGY.- SET UP A GEOLOGIC REVIEW BOARD OF OUTSIDE EXPERTS WHO WILL SUPPORT THE CITY GEOLOGIST IN DIFFICULT CASES, CREATE CONSISTENCY IN EVALUATIONS, AND BUILD PUBLIC CONFIDENCE.

OUR ROLE IN THIS COLLABORATION IS TO HELP THE TEAM CREATE A DAMAGE SCENARIO. A DAMAGE SCENARIO PAINTS A PICTURE OF HOW PEOPLE'S LIVES WILL SUDDENLY CHANGE FROM A SPECIFIC, LIKELY EARTHQUAKE. IT ESTIMATES BUILDINGS AND INFRASTRUCTURE COLLAPSE; DISRUPTION OF WATER AND POWER; DAMAGE TO SCHOOLS AND HOSPITALS; AND DEATH AND INJURY. IT ALSO INCLUDES AN ACTION PLAN THAT WILL REDUCE THESE RISKS. OUR COLLEAGUES IN CHINA INTEND TO LEARN THE PROCESS AND THEN PREPARE SCENARIOS FOR ADDITIONAL CITIES AT RISK.MILLIONS OF CHILDREN IN POOR COUNTRIES ATTEND SCHOOL IN BUILDINGS MADE OF ADOBE, HEAVY MASONRY, OR CONCRETE FRAMES WITH UNREINFORCED MASONRY WALLS. THE LONG-TERM SOLUTION IS TO MAKE ALL SCHOOL BUILDINGS SEISMICALLY SAFE, BUT THAT COULD TAKE DECADES. WE INTRODUCED THE AWARD-WINNING EARTHQUAKE DESK TO BHUTAN'S MINISTRY OF EDUCATION (MOE) AND TRAINED BHUTAN MANUFACTURERS HOW TO PRODUCE IT. THIS DESK CAN WITHSTAND EXCEPTIONALLY HEAVY LOADS, SHELTER TWO CHILDREN, AND CAN BE MOVED BY CHILDREN. PROTOTYPES OF THE DESK HAVE PASSED RIGOROUS STRENGTH TESTING UNDER COLLAPSED BUILDING SIMULATIONS AT UNIVERSITY OF PADUA (PADOVA), ITALY. OUR INTENT WAS TO REACH A PRICE POINT THAT LOCAL SCHOOLS CAN AFFORD BY ENCOURAGING LOCAL INDUSTRY TO MAKE THE DESK. COST/BENEFIT ANALYSES WILL SHOW THE VALUE AND UTILITY OF INSTALLING EARTHQUAKE DESKS IN A LONG-RANGE PLAN TO IMPROVE SCHOOL SAFETY OVER TIME. LOCAL MANUFACTURERS AND VOCATIONAL INSTITUTES WILL BUILD SKILLS TO MAKE A QUALITY PRODUCT. THE SPBD WILL SET UP SUSTAINABLE QUALITY ASSURANCE TO CHECK THAT THE EARTHQUAKE DESKS HAVE THE ANTICIPATED STRENGTH.
