Activity 2

The Center to End the Trafficking and Exploitation of Children (CETEC) leverages the tools inherent to C@R's mission to raise awareness of child trafficking by educating first line defenders on how to identify victims, increasing services for American child victims, decreasing the demand for trafficking, and strengthening anti-human trafficking policy. C@R authored The State of Human Trafficking in Texas to provide a comprehensive resource on the scope of the problem, services available and needed for victims, and the policies surrounding this issue. C@R is also spearheading a multi-county Safe House NOW Task Force to establish, in great collaboration, the first safe house for domestic victims of child trafficking in Texas.

Activity 3

C@R's Texas Juvenile Mental Health Courts Initiative aims to increase community based mental health services for the more than 70% of youth in the juvenile justice system with a mental health need, through the implementation/expansion of juvenile mental health courts. Children At Risk conducted the first independent evaluation of these courts in Texas to provide a comparison of quality, cost, and effectiveness of services compared to incarceration, best practices utilized, and methods of creation and expansion to provide a road map for counties to establish or improve current juvenile mental health courts. As a result of C@R's education, coalition building, and advocacy efforts, a juvenile mental health court has been established in Harris County and is currently being developed for Dallas County.
