Per the 2016 bylaws, six of the nine board positions are elected by members of abc of greater houston and are also officers of abc. The remaining two (or three) are elected by the industrial and commercial workforce development councils of which five of the seven positions in those councils are appointed by the cmef board.

For the 2016 tax year, the organization has retained harper & pearson company, p.c. To prepare the form 990 tax return. The organization's vice president reviews form 990 prior to filing. The board reviewed the reviewed financial statements.

Determination of compensation of ceo or executive director - the process for determining compensation of the organization's ceo or executive director includes an annual review by independent persons. Determination of compensation of officers or key employees - no director or officer shall, by reason of that office, be entitled to receive any salary or compensation. The board shall have the authority to approve the reimbursement of reasonable and necessary expenses directly incurred by a director or officer as a result of services to the foundation. All such expenses shall be approved by a vote of the executive committee.

Construction & maintenance education foundation (cmef) believes that all significant tax positions utilized by cmef will more likely than not be sustained upon examination. As of december 31, 2016, the tax years that remain subject to examination by the major tax jurisdictions under the statute of limitation are from the fiscal year 2013 forward (with limited exceptions). Tax penalties and interest, if any, would be accrued as incurred and would be classified as management and general expense in the statement of activities. As of december 31, 2016, there were no accruals recorded for any tax contingencies.
