Mission and Program Overview

Mission

Scenic Texas, Inc., is a 501(c)(3) non-profit organization dedicated

Major Activities

Activity 2
Scenic Texas, along with its program partners, sponsors the Scenic City Certification Program to recognize Texas cities that implement a variety of strong scenic standards. Following a statewide outreach and communication campaign through information channels provided by our program partners the Texas Municipal League, Houston-Galveston Area Council, Houston Council of Engineering Companies, Urban Land Institute and American Planning Association, the Scenic City Certification Program received inquiries from 34 Texas cities about the Program requirements. Following an application period that ran from January 1 to April 30, 2010, fourteen Texas Scenic Cities were honored at a luncheon in Austin on September 16, 2010. In October 2010, Scenic Texas cultivated new applicant cities for the 2011 application round with a talk to 109 cities at the annual convention of the Texas Municipal League. The program is proving to be a great tool to support and recognize municipalities that implement high-quality scenic standards for public roadways, thoroughfares and public spaces.
Activity 3
The Streetscape Project is focused on improving the appearance of the overall visual appearance of Houstons streetscapes, faade to faade, and is very timely in light of the ReBuild Houston program. Phase I is nearing completion: an inventory of all public regulations impacting the visual aspects of Houston streetscapes (utility placement, sidewalks, setbacks, landscaping, signage, street furniture, etc.). Completion of the inventory involves analysis of the current status of streetscape development when the existing public regulation requirements are followed. Scenic Houston believes the current regulations need much improvement. Phase 2 will involve experts on Scenic Houstons Streetscape Committee (traffic engineer, landscape architects, civil engineer, commercial real estate developers and research analysts) assess best practices in streetscape development in both Houston and in other cities, to demonstrate how development in Houston can improve if specific Scenic Houston recommendations are adopted by the City. Scenic Houston has briefed and now includes as partners, senior City of Houston Administration staff and members of the ReBuild Houston Oversight Advisory Committee. A product of this project will be a streetscape resource guide that will be useful to neighborhood groups, developers, planners, etc. regarding who, what, when, where, how good streetscape changes can be made going forward. Scenic Texas invested significant time and resources in 2010 improve its database of email addresses. Fastidious phone calling to over 3000 names resulted in a clean up/clean out of aged information and added email addresses for over 30% of our existing contacts. As we strive to move more heavily to electronic information exchange, this project is critical. Scenic Texas and its chapter Scenic Houston have been able to publish more meaningful periodic electronic newsletter updates that are now reaching more of our contacts.

IRS990/Description0Scenic Texas was active in making presentations about the organization and its mission with interested groups across Texas, including New Braunfels, Fredericksburg, Austin, Houston, Lubbock and LaGrange. One result of these grassroots education and outreach meetings was the 2010 formation of a new chapter of Scenic Texas Scenic Fayette County. New mailing materials were developed for both Scenic Texas and the Scenic Houston chapter full color brochures for use in fundraising appeals, for distribution at presentations, etc. The Scenic Houston chapter sees growing interest in requests for speakers at local meetings to discuss the scenic agenda. Scenic Texas devised, organized and presented, along with its co-sponsors the Texas Municipal League, Texas City Attorneys Association and Texas Conference of Urban Counties, a major sign law seminar on September 16, 2010, in Austin. This program provided information on current issues in sign regulation to city and county attorneys, city planners and other interested stakeholders. 70 were in attendance, representing local governments across the state.
