Mission

Community Assistance Center (CAC) is provides basic needs services and long-term case management to individuals and families throughout Montgomery County who are struggling through times of financial hardship. CAC accesses community resources, establishes recovery goals, and provides opportunities to learn valuable workforce skills in order to establish a stronger foundation to train our clients to support themselves and their families.

Governance Explanations

Form 990, Part VI, Section A, line 1A

The Executive Committee is comprised of the officers of CAC (namely the President, Vice President, Secretary, Treasurer and the Ex-Officio President) and one member-at-large who shall be a director appointed by the President and ratified by the board of directors. Subject to certain limitations enumerated in Subsection 4.5.1 of the Bylaws, the Executive Committee has the authority to act on behalf of CAC in between regular meetings of the board of directors. All actions of the Executive Committee are recorded in the minutes. The board of directors must validate the actions of the Executive Committee at its next regular meeting. Any action not validated will not be legally binding on CAC. The President of CAC is Chairman of the Executive Committee.

Form 990, Part VI, Section B, line 11B

The preliminary Form 990 is reviewed by the management team and the board audit committee. The final 990 is forwarded to all board members for review before filing.

Form 990, Part VI, Section B, line 12C

The conflict of interest policy covers the board of directors and employees. Each director must sign a form annually indicating whether any potential conflicts of interest exist, and these responses are reviewed by the Executive Director and the Governance Chair. If a conflict of interest exists, the interested director may not vote on the matter in which he or she (or a member of his or her immediate family or household) has a possible conflict of interest. They also must not use personal influence to affect the vote and must leave the room during the final discussion and vote on the matter.

Form 990, Part VI, Section B, line 15

In closed session, the board of directors determines compensation levels for the Executive Director and other officers based on benchmarked positions of similar personnel among non-profits represented in Montgomery County and the Greater Houston area. The primary determinant of benchmarked compensation is data provided from the bi-annual salary survey, compensation policies, and practices conducted by United Way of Greater Houston.

Many people in our county are a single instance away from finding themselves in a vulnerable situation that can cause tremendous financial hardship through job loss, reduction of wages, illness, etc. CAC aids its neighbors through assistance with rent or mortgage, utilities, emergency shelter, food, clothing, transportation, prescriptions, homeless care kits, summer stock kids' pantry, information & referral resources and an ID restoration ministry.

This program pairs affordable housing assistance, case management and supportive services to promote independent living and tenancy skills while connecting people with community-based health care, treatment and employment services. PSH is shown to improve health and well-being while providing a cost-effective solution to lower public costs associated with the use of crisis services such as shelters, hospitals, jails and prisons.
