Mission

To prevent cruelty to animals, the texas coalition for animal protection (tcap) provides compassionate solutions to pet overpopulation and community animal welfare. Tcap accomplishes this goal by making affordable, high quality preventative services available to texas pet owners.

Scott schumacher, director and treasurer, is married to and co-director of a for profit business venture with stacey schumacher, director and president.

Form 990, Part VI, Section B, Line 11B

Form 990 is completed annually by a certified public accountant. The return is then reviewed by the organization's president. The president then presents a copy of the form 990 to all directors prior to its being filed. The return is then signed by the president, dated, and timely filed with the irs.

Form 990, Part VI, Section B, Line 12C

Tcap's conflict of interest policy applies to all "interested persons" who are defined as any director, principal officer, or member of a committee with governing board delegated powers, who has a "direct or indirect financial interest." "financial interest" is defined under article ii of the conflict of interest policy. Tcap currently does not differentiate officers from principal officers; thus, for purposes of the conflict of interest policy's applicability, all officers are principal officers. The conflict of interest policy mandates that in connection with any actual or possible conflict of interest that each director, principal officer and member of a committee with governing board delegated powers must disclose the existence of a financial interest. If a director, principal officer, or member of a committee with governing board delegated powers discloses that he or she has a financial interest, then such director, principal officer, or committee member shall leave the meeting of the governing board or committee and the remaining board or committee members shall decide if a conflict of interest exists. If it is determined a conflict of interest exists, then the remaining board or committee members (absent the person with the conflict of interest) shall vote on the transaction or arrangement involving the possible conflict of interest. Tcap regularly monitors compliance with the conflict of interest policy by its practice of requiring each director, principal officer and member of a committee with governing board delegated powers to annually sign a statement which affirms such person: (1) has received a copy of the conflicts of interest policy, (2) has read and understands the policy, (3) has agreed to comply with the policy, and (4) understands tcap is charitable and in order to maintain its federal tax exemption it must engage primarily in activities which accomplish one or more of its tax-exempt purposes.

Form 990, Part VI, Section B, Line 15

In 2016, the two independent members of the board of directors form the compensation committee and obtain a compensation study that includes not-for-profit entities of similar size and activities. The committee approved stacey schumacher's (president) compensation arrangement based on the compensation study. The committee's approval and the compensation study used to make this approval were contemporaneously documented in the minutes of the board of directors meeting. The organization does not have any other key employees and no other officers are compensated. If, in the future, officers or key employees are compensated, similar studies and compensation committees will be established and used to determine the compensation.

Form 990, Part VII, Section B

Licensed veterinarians are contracted on a day-to-day basis to provide low cost vaccinations and sterilization services. They are paid fair market value for their services on a per procedure basis. Those performing surgery are compensated $17 per animal sterilized. In addition, they receive additional fees for other services provided. These include, but are not limited to: in heat pets, pregnant pets or crypt orchid pets.
