Section 1 any youth meeting the age requirements of mbi. And whose parent or legal guardian resides within the boundaries of the mesquite independent school district or the sunnyvale independent school district are eligible for membership and may participate as a player in mbi. Section 2 any adult is eligible for membership and may participate as a manager, coach or elected official of mbi unless such adult is under suspension or has been removed under article vi. Section 4.. The exception to this rule is that the president must reside inside the city limits of mesquite or within misd boundaries. However, a person already holding the office of president may continue to hold that position, regardless of residence, as long as he / she is re-elected to successive terms. Section 3 an adult residing outside of the above stated boundaries may participate as a manager or coach in mbi subject to approval by the executive board and may have his/her child participate as a player. Section 4 a youth residing outside of the above stated boundaries may participate as a player in mbi provided there are player vacancies and subject to approval by the executive board. Section 5 a youth who has completed his/her first year of eligibility in a given league and then moves out of the above stated boundaries may complete his/her second year of eligibility in that league.

Section 3 the election of the executive board members may be conducted one of two ways, at the discretion of the executive board. If the board chooses to conduct the election via the leagues official web site, then notices announcing the acceptance of applications for candidacy shall be posted prominently at all major mbi fields, and on the league web site. Applications for candidacy shall be available via the league web site. Individuals may apply for candidacy for only one executive board position. Online application process shall be no less than 2 weeks in duration, during the month of may. Immediately upon conclusion of the online application process, unique voting pins shall be mailed to every mbi manager and current board member, along with instructions on how to vote securely via the league web site. The online voting process shall be held in late may or early june, and last no less than 7 full days. All ballots received on the league web site shall be printed and sealed by the webmaster upon completion of the voting period. Ballots shall be unsealed and tabulated during a regular mbi board meeting no later than june 20. Voting results shall be tabulated and compiled for posting onto the league web site. As an alternative, the election may be conducted in-person, during the month of june. Notice of such meeting shall be given at least one week in advance. Current sitting board members and current year spring managers will be eligible to vote in the election. Section 5 the officers of the executive board will be nominated by and elected by majority vote of all the current-year spring managers and current sitting executive board members present for the executive board election. Section 6 no more than one member of the executive board, who is eligible to sign a check on behalf of mbi, can be from the same household. Section 7 the term of office for all executive board officers shall be from august 1 to july 31. Section 8 in the event of death, resignation, or inability to perform the duties of office for any reason, of any executive board officer, the executive board, by majority vote of the entire board, shall be empowered to select a replacement to complete the term of such officer. Section 10 any executive board officer who fails to attend three or more consecutive executive board meetings without valid cause, may be replaced in accordance with article v, section 8. Section 11 any league having two or more divisions will, after the divisions are set, hold a meeting to elect a division representative for each division nominated by and elected by majority vote of the managers of each division. The term of office for the division representatives will be for the duration of the league in which they serve.
