Mission

Cyber crime today is becoming increasingly complex and international in nature. A domestic cyber breach can quickly change into a convoluted, on- line id theft or global money laundering matter. To effectively address such crimes, organizations must quickly identify and leverage the most complete intelligence, and be capable of following that trail wherever it leads. Since 1997, the ncfta - a not-for-profit corporation, evolved from one of the nation's first high tech task forces, and has established an expansive alliance between subject matter experts (smes) in the public and private sectors with the goal of addressing complex and often internationally spawned cyber crimes. These smes from industry, academia, and government, each bring specific talents and experiences to the partnership. Through a steady cycling of such cross-sector (and often international) resources, both embedded at the ncfta and through initiative specific intelligence channels, the ncfta is well positioned to ada

Objective of the initiative is to identify criminal actors and organizations that are engaging in pharmaceutical fraud. Analysis is aimed at presenting these targets to private industry for prospective law enforcement action and civil mitigation. Retail (intellectual property rights) project focuses on identifying and reporting instances of intellectual property rights violations pertaining to retail industry partners, specifically identifying fraud utilizing industry logos and products. This includes pirated software distributed via the internet, the use of the software to proliferate malware, auction fraud and the sale of counterfeit merchandise.

GIVEN THAT THE UNITED STATES IS CLEARLY A TARGETED MARKET FOR ONLINE PHARMACIES, THE PRIMARY OBJECTIVE OF THE INITIATIVE IS TO IDENTIFY CRIMINAL ACTORS AND ORGANIZATIONS THAT ARE ENGAGING IN PHARMACEUTICAL FRAUD. ANALYSIS IS AIMED AT PRESENTING THESE TARGETS TO PRIVATE INDUSTRY FOR PROSPECTIVE LAW ENFORCEMENT ACTION AND CIVIL MITIGATION. RETAIL (INTELLECTUAL PROPERTY RIGHTS) PROJECT FOCUSES ON IDENTIFYING AND REPORTING INSTANCES OF INTELLECTUAL PROPERTY RIGHTS VIOLATIONS PERTAINING TO RETAIL INDUSTRY PARTNERS, SPECIFICALLY IDENTIFYING FRAUD UTILIZING INDUSTRY LOGOS AND PRODUCTS. AS A PREDECESSOR TO THE INITIATIVE, THE STOCK-AID INITIATIVE WAS STARTED IN FEBRUARY 2007 IN AN EFFORT TO PROVIDE A COLLABORATIVE FORUM IN COMBATING ONLINE STOCK MANIPULATION SCHEMES. THE "ACCOUNT COMPROMISE" ASPECT OF THIS INITIATIVE STEMMED FROM PHISHING AND IDENTITY THEFT SCENARIOS AND VIA THE USE OF KEY LOGGERS LOADED ON VICTIM COMPUTERS THROUGH A VARIETY OF SOCIAL ENGINEERING SCHEMES. THIS INITIATIVE GREW TO MORE THAN 75 MEMBERS AND CONVENED 12 JOINT CONFERENCES TO FURTHER DEVELOP/REFINE COMMON OBJECTIVES. NUMEROUS NOTEWORTHY INVESTIGATIONS WERE DEVELOPED AND ADVANCED VIA NCFTA PARTNERSHIPS WITH DOMESTIC AND INTERNATIONAL LAW ENFORCEMENT, AND MILLIONS OF DOLLARS IN COMPROMISED ACCOUNTS WERE SECURED BEFORE SIGNIFICANT FINANCIAL LOSSES COULD OCCUR.
