WE HAVE LEARNED THAT DIVERTING PEOPLE FROM PRISON IMPROVES PUBLIC SAFETY AND DECREASES COSTS, ESPECIALLY WHEN TIED TO EFFECTIVE TREATMENT AND REHABILITATIVE SERVICES. YET DESPITE THESE STRIDES, TEXAS INCARCERATES NEARLY 147,000 PEOPLE IN PRISONS AND STATE JAILS ANNUALLY MANY FOR NONVIOLENT OFFENSES THAT WOULD BE BETTER ADDRESSED THROUGH COMMUNITY-BASED TREATMENT AND SUPERVISION. POLICING AND COMMUNITY SAFETY: FOR MANY PEOPLE, THE FIRST POINT OF CONTACT WITH THE CRIMINAL JUSTICE SYSTEM IS WITH LAW ENFORCEMENT. IT IS IMPORTANT THAT POLICE OFFICERS HAVE THE TOOLS TO SAFELY AND HUMANELY HANDLE THE NEEDS OF COMMUNITY MEMBERS, WHILE STILL BEING HELD ACCOUNTABLE FOR THEIR ACTIONS. MANY RESIDENTS EXPERIENCE PAIN, FRUSTRATION, AND SHARED OUTRAGE FROM THE OVER-ENFORCEMENT OF DRUG AND TRAFFIC LAWS, AND FROM POLICIES THAT DISPROPORTIONATELY IMPACT PEOPLE OF COLOR. RESTORING TRUST BETWEEN COMMUNITIES AND LAW ENFORCEMENT IS CRITICAL IN ENSURING THAT ALL TEXAS RESIDENTS AS WELL AS THOSE TASKED WITH PROTECTING AND SERVING THEM CAN LIVE IN STABLE, THRIVING NEIGHBORHOODS WITHOUT VIOLENCE. |
