Mission

The mission of the ORGANIZATION is to protect the public's health by advancing the elimination of tuberculosis in the U.S. through the concerted action of state, local, and territorial programs.NTCA WAS CREATED IN 1995 TO BRING TOGETHER THE LEADERS OF TUBERCULOSIS CONTROL PROGRAMS IN ALL STATES AND TERRITORIES, AS WELL AS MANY COUNTIES AND CITY HEALTH DEPARTMENTS THAT ORGANIZE THEIR OWN TB CONTROL ACTIVITIES.

The mission of the ORGANIZATION is to protect the public's health by advancing the elimination of tuberculosis in the U.S. through the concerted action of state, local, and territorial programs.

Governance Explanations

Form 990, Part VI, Line 6: Explanation of Classes of Members or Shareholder

The organization has two classes of membership: institutional members & individual members. Institutional members - all tuberculosis (tb) programs at the state, big city, territorial and local level shall be eligible for one of the two categories of institutional membership; state, big city and territorial tb program membership or local tb membership. Individual members - includes any individual professional, student, honorary, and retired association member not otherwise included as an institutional member.

Form 990, Part VI, Line 7A: How Members or Shareholders Elect Governing Body

An institutional member may hold office, elect officers, and serve on standing or special committees, as can individual tb controller members. Individual members, who are not tb controllers, shall enjoy all the rights and privileges of instituitional members except the right to vote or hold office.

Form 990, Part VI, Line 7B: Describe Decisions of Governing Body Approval by Members or Shareholders

More than one person from a state or territory may be an institutional member of the association. However, the state or territory shall be entitled to only one vote in official decisions, such as amending the constitution, merging or affiliating with other organizations, and dissolving the association. In such situations, the person casting the official state or territory vote shall be the state tb control officer or his/her designate.

Form 990, Part VI, Line 11B: Form 990 Review Process

The organization's accountant provides a draft copy of form 990 to the executive committee for review and approval prior to filing.

Form 990, Part VI, Line 12C: Explanation of Monitoring and Enforcement of Conflicts

For those volunteers on NTCA workgroups with implications for guidelines or recommendations for use/practice and where there is a concern about potential conflict of interests, NTCA has instituted a Conflict-of-Interest declaration for members. A member is not excluded from the workgroup if a conflict is declared but these documents are made available to the public to inform decisions about the independence of the recommendations or guidelines from any potential conflict of interest with the product or TB diagnostic tool, for example. Also, speakers, and planners, of any educational event sponsored by the NTCA are required, for CME purposes, to sign a financial disclosure statement of any potential conflicts or interests they have so participants are aware and can know, upfront, what relationships or conflicts the speaker, or planner, might have which would influence the content of his/her presentation. NTCA reviews the financial disclosure statements provided by the speakers and planners of our educational events and provides a listing of anyone declaring a potential conflict of interest. This is an ACCME requirement for continuing medical education credits and has always been instituted by NTCA.

Additional Explanations

Form 990, Part III, Line 2: New Services

Due to the ongoing COVID-19 pandemic, NTCAs largest programmatic activity (the annual, national TB conference) was moved from an in-person, live event to a virtual one, conducted in September and October, instead of at the usual late May/early June time frame. This change, while not an addition or deletion of a program service certainly impacted the timing of the conference, the revenues collected, and the leadership transition which is associated with the annual conference.Newly added to the NTCA program activities this year was the participation in writing and publishing national guidelines for TB testing and treatment. The CDC/NTCA latent TB infection (LTBI) treatment guidelines was published in March of 2020 and a companion document was initiated to provide context and implementation recommendations not covered in the guidelines due to restrictions in the formatting and content for national guidelines. This companion statement was not finalized and disseminated until February 2021. In addition, NTCA, in collaboration with the American College of Occupational and Environmental Medicine (ACOEM) published a document designed as a companion statement to the earlier release (2019) of the CDC/NTCA TB testing and treatment guidelines for healthcare personnel. This document, published in the Journal of Occupational and Environmental Medicine (JOEM) was released during this FY20 audit period and represents not only an expanded partnership between NTCA and ACOEM but also represents NTCAs emergence into peer-reviewed publications with national significance.Finally, due to the COVID-19 pandemic, the change from the in-person national TB conference to a virtual conference, AND the detailing of TB public health personnel to the frontlines of the COVID-19 response, the NTCA Board decided to freeze the leadership and postpone nominations and elections for new Board and Section leadership until late summer 2020. This decision was in recognition that there may not be bandwidth among the NTCA membership to take on any new responsibilities. In addition, the Board leadership felt that diverting attention from the pandemic response just for the purposes of the smooth and historical timing of running of the organization (nominations, elections, leadership transitions) was insensitive. As a result, nominations and elections for 2020-2021 leadership did not occur until late summer and the transition was successfully completed in October of 2020. This meant that the 2019-2020 leadership served for 15-16 months instead of the traditional 12 months.

Financial Statement Notes

Part X : FIN48 Footnote

NTCA qualifies as a tax-exempt organization under Section 501(c)(3) of the Internal Revenue Code and, accordingly, is only subject to federal or state income taxes on specific types of income from activities that are unrelated to its exempt purpose. NTCA had no income from unrelated activities and has no income taxes due as of September 30, 2020 and 2019. NTCAs application of ASC 740 regarding uncertain tax positions had no effect on its financial position as management believes NTCA has no material unrecognized income tax benefits, including any potential risk of loss of its not-for-profit tax status. NTCA would account for any potential interest or penalties related to possible future liabilities for unrecognized income tax benefits as income tax expense. NTCA is no longer subject to examination by federal, state or local tax authorities for periods before 2017.
