To provide homes for the elderly and/or handicapped persons, to promote the social well-being of said people on a totally non-discriminatory basis, according to need, and with respect for dignity, to provide adequate housings for low and moderate income families and individuals by engaging in the business of owning, buying, selling, leasing, improving, encumbering, constructing new or rehabilitization of existing single family or multi-family dwellings, and to own, buy, sell, lease, encumber, improve, subdivide and develop real property within incorporated towns, cities or villages, and their suburbs, not extending more than two miles beyond their corporate limits.
