Mission

Motivation Education & Training, Inc. (MET) is a private nonprofit 501(c)(3) organization that has served rural areas of southeast Texas since 1967. MET's mission is to empower and inspire rural and underserved populations through motivation, education, and training. Operating across Texas, Louisiana, Kentucky, Minnesota, North Dakota, New Mexico, and Wyoming, MET provides employment training, family services, and community-based programs through a network of service centers. The organization serves some of America's most vulnerable populations, including children and families, fathers and father figures, veterans and service members, migrant and seasonal farmworkers, and senior citizens. While MET's scope is broad, its focus remains on being a force for positive regional change. The organization's vision is to be the most trusted partner in building strong, self-sustaining rural and underserved communities through empowerment and opportunity.

MET operates statewide in Texas, Louisiana, Minnesota, New Mexico, North Dakota, and Wyoming, providing a range of human services that primarily focus on career development and educational achievement. Governance Explanations

Form 990, Part VI, Section B, Line 11B

Public Access to Information Returns - The Form 990 is prepared by the Director of Finance and a final draft is distributed to all board members via email prior to filing. The completed return is also reviewed during a board meeting. In accordance with IRS requirements, MET makes its Form 990 available for public inspection upon request. The return is maintained by the Director of Finance and can be viewed by appointment. Copies are provided upon request.

Form 990, Part VI, Section B, Line 12C

The organization maintains a written conflict of interest policy that applies to officers, directors, trustees, and key employees. Individuals involved in the award or administration of contracts are required to disclose any actual or potential conflicts of interest. In situations where a real or apparent conflict exists-such as when the individual, a member of their immediate family, or an affiliated entity has a financial or other interest in the organization under consideration-they are recused from participating in the selection, award, or administration process. This policy helps ensure decisions are made in the best interests of the organization and in compliance with ethical and regulatory standards.

Form 990, Part VI, Section B, Line 15

Directors, and Program Managers. Should one of these positions need to be filled, approval is requested by all affected government agencies by which such prior approval is required. An annual salary survey is conducted during which salaries for these key positions are reviewed. In addition, our agency has an Executive Level II salary cap in the approved amount of $212,100 for 2023.

Form 990, Part VI, Section C, Line 18

MET Inc. has made its governing documents, conflict of interest policy, exemption application, annual 990 and other financial statements available to the public during the tax year. These documents are maintained by the Director of Finance and is available for viewing when requested. Copies of the return will be provided at the requester expense.

Form 990, Part VI, Section C, Line 19

Form 990 is completed by the Director of Finance and a copy of the final version is emailed to each board member before it is filed. It is then reviewed at the board meeting upon completion. MET is then required to make the Form 990 Information Return available to the public upon request. This return is maintained by the Director of Finance and is available to the public for viewing with attached schedules and the audited financial statements upon request. The conflict of interest policy is available on the corporate website and is included in the Personnel Policies and Procedures manual.

TTFP - Texas Thriving Family pilot program was piloted by our agency in 2023 / 2024 fiscal year. This program utilizes research-based strategies to improve pregnancy and childbirth outcomes, enhance child health and development, assist families in attaining economic stability, increase workforce participation, and promote healthy marriage and family formation among participating parents.

Form 990, Part IX, Line 11G

Program Costs - MET's cornerstone has always been providing an avenue of self-sufficiency that leads to livable wages for American farmworkers. To achieve this goal, MET maintains field offices in heavily agricultural areas, enabling the agency to provide core, intensive training services to eligible American farmworkers. These contractual payments represent direct payments to the training providers for the education and/or certification of NFJP training participants.

Form 990, Part XI, Line 9

During the year ended June 30, 2024, the Organization conducted a review of its revenue recognition policies in accordance with ASC 958-605 and identified an error in the classification and timing of revenue recognition for certain grants received from federal, state, and local agencies. Historically, the Organization recognized revenue for these grants at the time of the award. However, upon further analysis, it was determined that certain grant agreements included allowability right of return clauses, which require the return of unspent or unallowable funds and are linked to measurable performance barriers under ASC 958-605-25-5A. As a result, these grants should have been classified as conditional contributions, with revenue recognized only when conditions were substantially met rather than at the time of award. To correct this error, the Organization has restated its beginning net assets as follows: Net assets with donor restrictions were decreased to reflect the right of return tied to unmet conditions. Promises to give were decreased to remove amounts that should not have been recognized as receivables until conditions were met. The cumulative impact of this adjustment is reflected as a decrease in beginning net assets with donor restrictions as of July 1, 2023, with a corresponding decrease in promise to give of $9,342,925. The Organization has implemented revised revenue recognition policies to ensure compliance with ASC 958-605, and all future grants will be assessed for conditions before recognition.

IRS990/Desc0MET HHS Programs, including Head Start and Early Head Start, are designed to promote school readiness for children ages birth to five from low-income families. These programs focus on supporting the whole child's development, offering learning experiences that foster intellectual, social, and emotional growth. School readiness is cultivated through individualized learning opportunities, where relationships with adults, play, and both planned and spontaneous instruction contribute to the child's development in various areas. By following the Head Start model, children make progress in social skills, emotional well-being, language, literacy, and cognitive development. Motivation, Education and Training, Inc. (MET) serves eight counties in southeastern Texas: Montgomery, Hardin, Chambers, Liberty, Harris, Waller, Austin, Polk, and San Jacinto. The organization offers services at 3 Head Start sites, 13 Early Head Start sites, and 8 combined Head Start/Early Head Start Learning Centers. MET provides full-day child development services to 606 infants, toddlers, pregnant women, and 425 Head Start children. In addition, home-based services are available, where a Family Educator visits families weekly to offer programming. Families receiving home-based services also come together for group learning experiences led by Head Start staff. MET employs an integrated approach that combines developmentally appropriate, family-centered, and culturally sensitive services to foster school readiness and promote strong, healthy families. During the last program year, 34 parents participated in job training or adult education, 15 attended English as a Second Language (ESL) classes, 1,245 parents received health education, and 118 parents participated in financial literacy training. Furthermore, 1,304 individuals volunteered in Head Start or Early Head Start programs, including 398 program parents.

Our mission is to empower and inspire rural and other populations in need through motivation, education, and training. MET currently provides rural communities in Texas, Louisiana, Kentucky Minnesota, North Dakota, New Mexico, and Wyoming with employment training, family services and activities through a network of service centers. Our Vision is to be the best agency that enables rural and other populations in need to become successful, independent contributors to their communities. Populations served include America's most vulnerable children and families, fathers and father figures, veterans and service members, migrant and seasonal farmworkers, and senior citizens. While our scope is broad, MET's focus remains on continuing to be a force that effects positive change on a regional level.
