Mission and Program Overview

Mission

Motivation Education & Training, Inc. (MET) is a private nonprofit 501(c)(3) organization that has served rural areas of southeast Texas since 1967. MET's mission is to empower and inspire rural and underserved populations through motivation, education, and training. Operating across Texas, Louisiana, Kentucky, Minnesota, North Dakota, New Mexico, and Wyoming, MET provides employment training, family services, and community-based programs through a network of service centers. The organization serves some of America's most vulnerable populations, including children and families, fathers and father figures, veterans and service members, migrant and seasonal farmworkers, and senior citizens. While MET's scope is broad, its focus remains on being a force for positive regional change. The organization's vision is to be the most trusted partner in building strong, self-sustaining rural and underserved communities through empowerment and opportunity.

Our mission is to empower and inspire rural and other populations in need through motivation, education, and training. MET operates statewide in Texas, Louisiana, Minnesota, New Mexico, North Dakota, and Wyoming, providing a range of human services that primarily focus on career development and educational achievement. Governance Explanations

Form 990, Part VI, Section B, Line 11B

Public Access to Information Returns - Form 990 is completed by the Director of Finance and a copy of the final version is emailed to each board member before it is filed. It is then reviewed at the board meeting upon completion. MET is then required to make the Form 990 Information Return available to the public upon request. This return is maintained by the Director of Finance and is available for viewing when requested. Copies of the return will be provided at the requestors expense.

Form 990, Part VI, Section B, Line 12C

Employees and officers engaged in the award and administration of contracts must disclose when there is conflict of interest. Such employees or officers shall be removed from the participation in the selection, award, or administration of the contract where any real or apparent conflict of interest is present. Such a conflict would arise when the employee or officer or any member of his or her immediate family or an organization which employs or is about to employ any of the parties indicated has a financial or other interest in the organization selected for an award.

Form 990, Part VI, Section B, Line 15

Directors, and Program Managers. Should one of these positions need to be filled, approval is requested by all affected government agencies by which such prior approval is required. An annual salary survey is conducted during which salaries for these key positions are reviewed. In addition, our agency has an Executive Level II salary cap in the approved amount of $197,300 for 2020.

MET Inc. has made its governing documents, conflict of interest policy, exemption application, annual 990 and other financial statements available to the public during the tax year. These documents are maintained by the Director of Finance and is available for viewing when requested. Copies of the return will be provided at the requester expense.

Form 990, Part III, Line 2

The American Rescue Plan Act of 2021, ARPA, was issued as additional funding into MET's current HHS and State grants. Grantees were strongly encouraged to prioritize using the funding within the programs to reach eligible children and families who did not enroll last year, or who did not engage in a full program year, due to the many uncertainties caused by the pandemic. MET chose to utilize the majority of ARPA funds to invest in transportation in the form of school busses for the Head Start participants. In addition to additional support for children with disabilities, children experiencing food or housing insecurity, children that were not able to receive any in-person services this year, or other areas determined by community needs.

Other Revenues is a combination of Program Income $21,100, Interest Income of $2,675 and Non-Federal Match (In-Kind) of $1,244,650. Program Income is earned as the result of allowable grant activity. Reporting and recording of program income is required as defined by applicable program regulations and in Uniform Guidance 2 CFR 200.80 and 2 CFR 200.307. In addition, Program Income is to be expended during the same grant period in which it is earned and must be disbursed before requesting new cash advance payments (2 CFR 200.305).

IRS990/Desc0MET HHS Programs which include Head Start, Early Head Start and Child Care Partnership programs promote school readiness for children ages birth to five from low-income families by supporting the whole child's development by providing learning experiences to help children grow intellectually, socially, and emotionally. Readiness for school is fostered through individualized learning experiences. Relationships with adults, play, and planned and spontaneous instruction help children grow in many aspects of development. By utilizing the Head Start model, these students progress in social skill development, emotional well- being, language, literacy, and concept development. Depending on community need, MET, Inc. offers a variety of service models. Many of our programs are based in standalone centers. MET's Head Start service area is comprised of nine counties in southeastern Texas which include: Montgomery, Hardin, Chambers, Liberty, Harris, Waller, Austin, Polk, and San Jacinto. Services are funded for -10 HS sites, 11 EHS sites, and 2 EHS-CCP Partnership sites. MET provides full-day child development services for 546 infants, toddlers, pregnant women, and 771 Head Start children. MET utilizes an integrated approach of developmentally appropriate, family-centered, and culturally appropriate services to promote school readiness and strong, healthy families. In addition, through the HHS Programs. During the last program year, 50 parents attended job training or adult education classes, 18 parents attended English as a Second Language ESL training, 275 parents were involved in health education, and 118 were involved in asset building services.
